Quick Summary
The Department of Homeland Security (DHS), specifically Customs and Border Protection (CBP) Air and Marine Operations (AMO), has issued a Request for Information (RFI) for Engineering Support - Sensor Mission Management System. This RFI is for market research purposes only and is not a solicitation. AMO seeks industry feedback to identify potential sources capable of providing engineering support for updated airborne sensor integration, data sharing, and Intelligence Surveillance and Reconnaissance (ISR) integration. Responses are due Friday, March 20, 2026, at 10:00 a.m. (EST).
Purpose & Scope
CBP AMO supports border security through integrated air and marine forces. This effort aims to continue technological upgrades for AMO to remain current with rapidly improving airborne sensors, processing capabilities, and sensor data dissemination. The goal is to enhance situational awareness and mission effectiveness across all mission areas, sensor products, mission/intelligence databases, and AMO platforms and assets. This involves evaluating and proposing technical upgrades, formulating courses of action, implementing solutions, and conducting iterative field validations.
Key Requirements
AMO is seeking industry feedback on capabilities for engineering support services, including but not limited to:
- Adapt and Upgrade Minotaur Mission Processor: Continuously adapt and upgrade the software baseline for overland and maritime operations across all AMO aircraft and ground C2 centers.
- Integrate Minotaur Mission Management System On-Board Aircraft: Adapt or upgrade the system for installation onto various manned and unmanned AMO aircraft (e.g., MEA, DHC-8, P-3B, Predator/Guardian UAS).
- Integrate Minotaur Mission Management System at Ground C2 Centers: Adapt or upgrade the system for installation at select ground C2 centers (e.g., AMOC, CAMOC, NASOC, JIATF-S).
- Investigate New or Promising ISR Capabilities: Explore new sensor packages, data products, exploitation capabilities, and communications infrastructure.
- Training Support: Provide technical expertise and assistance with training on operational usage of Minotaur Mission Management System capabilities.
- Adapt Minotaur WatchStander Capability for MAST: Update the Minotaur Mission processor to support Maritime Approach Surveillance Towers (MAST) operator interface and network sharing.
- Minotaur Mission Management System Obsolescence: Work with sustainment activities to provide hardware specifications, "gold" disks, and expertise for system security scans and patching.
- Coordination and Technical Liaison: Provide facilities and support for on-site reviews and maintain prototype systems in laboratory spaces.
