Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Air Force is conducting a Request for Information (RFI) for Engineering Support Services for the H-1 Helicopter Platforms (TH-1H and UH-1N). This market research aims to identify potential sources capable of providing technical expertise and access to Original Equipment Manufacturer (OEM) proprietary data to maintain the Operational, Safety, Suitability, and Effectiveness (OSS&E) of these aircraft. A sole source award to Bell Helicopter is anticipated due to the specialized nature of the required data and engineering expertise. Responses to the Contractor Capability Survey are due by May 2, 2026, 5:00 PM EST.

Scope of Work

The required services encompass comprehensive engineering and logistical support, including:

  • Providing technical expertise and access to OEM proprietary data (structural/component data, drawings, qualification data, analysis techniques).
  • Developing and maintaining Technical Data Packages (TDPs).
  • Supporting aircraft sustainment, reliability, and maintainability.
  • Providing engineering data and analysis for component retirement times (CRT).
  • Responding to urgent (within 24 business hours) and routine (within five business days) Engineering Service Task Requests (ESTRs).
  • Addressing Programmed Depot Maintenance (PDM) issues beyond published Technical Orders.
  • Supporting mishap investigations and providing solutions for grounded aircraft.
  • Furnishing all necessary material, support equipment, tools, test equipment, and services, including maintenance and calibration of support equipment.

Contract & Timeline

  • Type: Request for Information (RFI) / Sources Sought
  • Anticipated Award: Sole source to Bell Helicopter
  • Anticipated Period of Performance: Five years, consisting of a 12-month basic period followed by four 12-month option periods.
  • Set-Aside: None specified; large and small businesses, including joint ventures and teaming arrangements, are encouraged to participate.
  • Response Due: May 2, 2026, 5:00 PM EST
  • Published: April 3, 2026

Evaluation

This RFI is for market research purposes only. Responses will be treated as information and will not be considered proposals or lead to direct contract awards. The government will not reimburse participants for expenses. Information gathered will help determine industry capabilities and potential for future solicitations.

Special Notes

The H-1 fleet is projected to remain in service until 2042. The government's existing data package for the aircraft dates back to the 1960s and is not adequately maintained. Respondents should detail how they would overcome any lack of experience or capabilities, potentially through teaming or subcontracting. Personnel will require Secret level security clearances and compliance with OPSEC and COMSEC procedures.
