Engineering Support Services of the H-1 Helicopter Platforms

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance-Based Work Statement (PWS) outlines the requirements for sustaining engineering support services for the H-1 rotary platforms (TH-1H and UH-1N). The objective is to provide the U.S. Air Force (USAF) Helicopter Program Office (HPO) with engineering expertise and proprietary data from the Original Equipment Manufacturer (OEM) to maintain the Operational, Safety, Suitability, and Effectiveness (OSS&E) of these aircraft.

This effort involves providing engineering and logistical support, including:

• Field Support

• Government System Interfaces

• Sustaining Engineering Tasks

• Logistics Reachback Support

• Project Engineering Management

• Responding to Programmed Depot Maintenance (PDM) issues beyond published Technical Orders.

• Providing technical expertise and proprietary data for structural/component data, drawings, qualification data, and analysis techniques.

• Developing and maintaining Technical Data Packages (TDPs).

• Supporting aircraft sustainment, reliability, and maintainability.

• Providing engineering data and analysis for component retirement times (CRT).

• Responding to urgent and routine engineering service task requests (ESTR).

• Deliverables must adhere to Contract Data Requirements Lists (CDRLs) with a maximum of two late submissions per quarter and no more than one rejection per deliverable.

• Technical errors or minor errors in deliverables are subject to rejection and correction timelines.

• Urgent Engineering Service Task Requests (ESTR) require a response within 24 business hours, and routine ESTRs within five business days.

• Problem resolution recommendations for grounded aircraft or safety mishaps must be delivered within one business day of notice.

• The contract period of performance (PoP) is five years, consisting of a 12-month basic period followed by four 12-month option periods.

• Performance locations may vary and include contractor sites, military facilities, or other locations to be determined (TBD).

• Government Property: Contractor is responsible for government property in their possession and must manage it according to FAR and contract specifications. Loss or damage must be reported.

• Security Requirements: Personnel must meet security clearance requirements (secret level), comply with OPSEC and COMSEC procedures, and obtain Common Access Cards (CACs) for access.

• Safety Requirements: Contractor must comply with all applicable safety, health, and fire standards.

• Quality Program: Contractor must meet AS9100 requirements for their Quality Management System.

• Reporting: Includes monthly status/financial reports, service contract reporting, and accident/incident reporting.

Request for Information (RFI) / Market Research

This Request for Information (RFI) is being conducted by the USAF to identify potential sources capable of providing engineering and logistical support for the TH-1H and UH-1N helicopter platforms (collectively H-1). The support aims to provide technical expertise and access to Original Equipment Manufacturer (OEM) proprietary data for maintaining the operational, safety, suitability, and effectiveness (OSS&E) of the H-1 platform. The government anticipates a sole source award to Bell Helicopter due to a lack of proprietary data and engineering expertise elsewhere.

• Furnish all material, support equipment, tools, test equipment, and services.

• Provide, maintain, and calibrate all required support equipment.

• Provide engineering assistance for repair questions and modifications where the government lacks expertise.

• Support mishap investigations and provide solutions to grounding issues.

• Respond to field technical assistance requests impacting mission requirements within five (5) days.

• Provide engineering assistance to resolve Programmed Depot Maintenance (PDM) issues beyond published technical orders.

• Facilitate responses to questions and resolve discrepancies for H-1 and Bell Logistics products.

• This is a market research effort; responses will be treated as information only and not as proposals.

• Participation does not guarantee future solicitation participation or contract awards.

• No reimbursement for expenses associated with participation.

• Responses to the Contractor Capability Survey (Parts I and II) are due by 5:00 PM EST on May 2, 2026.

• Responses should be in a readable electronic format, not exceeding 10 MB per email.

• Both large and small businesses are encouraged to participate.

• Joint ventures or teaming arrangements are encouraged.

• Respondents should indicate if their company should be broken out exclusively for Small Business.

• The government's data package for the aircraft dates back to the 1960s and has not been adequately maintained to reflect design changes.
