Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Coast Guard (USCG), under the Department of Homeland Security, is soliciting quotes for Engineering Technical Support Services to develop a Parametric Ship Hull Modeling tool in Rhinoceros software. This acquisition is a Total Small Business Set-Aside for a Time and Materials labor-hour contract. Quotes are due July 6, 2026.
Purpose & Scope of Work
The objective is to obtain technical and engineering support services to develop, test, and document a Rhinoceros model creation tool. This tool will generate commercial ship hull models with accurate hydrostatic properties using limited information available to salvage naval architects during marine casualties. The scope includes developing a simplified, automated hull modeling methodology within Rhinoceros using Python or Grasshopper, validating models against actual ship data, and documenting the tool's creation and uses in a technical paper.
Contract & Timeline
- Contract Type: One (1) Time and Materials labor-hour contract with fixed hourly rates.
- Period of Performance (POP): Base period + one (1) 12-month option period. Estimated POP: 09/01/2026 to 08/30/2028.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- NAICS: 541330 (Marine Engineering and Naval Architecture).
- Product Service Code: R425 (Engineering And Technical Services).
- Quotes Due: July 6, 2026, by 23:59 ET.
- Questions Due: June 25, 2026, by 23:59 ET.
- Published Date: June 17, 2026.
Key Requirements & Deliverables
Contractor personnel must be U.S. citizens, proficient in Rhinoceros modeling, understand hydrostatics and naval architecture, possess a naval architecture degree or two years of marine design experience, and have at least one year of Python programming experience. Required training includes Hull Design and Fairing Training Level 1 and 2. Deliverables include weekly progress meetings, a written methodology, the first draft of the modeling tool, validation of three ship models, and a draft technical paper.
Submission & Evaluation
Quotes must be submitted electronically via email to Terry.L.Newton@uscg.mil. Submissions require three volumes: Volume I (Experience and Management Approach), Volume II (Price), and Volume III (Acknowledgments/Clauses). Evaluation will use a Best Value Trade-Off process, where Factor 1 (Experience) is more important than Factor 2 (Management Approach), and both are significantly more important than Factor 3 (Price).
Place of Performance
Primary place of performance will be designated by the contractor. Subject to space availability and COR approval, performance may occur at the Department of Homeland Security at the U.S. Coast Guard Headquarters, Washington, D.C.
