The Department of the Army (DA) is soliciting competitive proposals for Enhanced Use Leases (EULs) of non-excess land at Anniston Army Depot (AL), Fort Drum (NY), and Pine Bluff Arsenal (AR). The purpose is for selected Offeror(s) to design, finance, develop, construct, operate, and decommission mineral processing facilities. This is a real estate transaction, not a traditional acquisition, and is not governed by the FAR.
Opportunity Details
This Request for Proposals (RFP) seeks private, public, or not-for-profit entities to enter into long-term EUL agreements for a 50-year initial term, with potential for renewal. Offerors may propose projects on all or a portion of the properties at one or more installations. The DA may award one or more EULs.
Key Requirements
- Lessee Responsibilities: Design, finance, permit, develop, construct, install, own, maintain, operate, secure, and decommission the mineral processing facility.
- Project Viability: The project must be viable without any monetary or other contribution from the DA.
- Consideration (Rent): Can be in-kind, cash, or a combination, not less than fair market value. DA prefers in-kind consideration (e.g., construction, restoration, maintenance).
- Compliance: Lessee must comply with all applicable federal, state, and local laws, codes, ordinances, and regulations, including the Davis-Bacon Act for in-kind work.
- Property Condition: Leased "as-is/where-is" without warranties. Lessee must restore the property to its original condition prior to EUL expiration.
- Eligibility: Offerors must be organized under U.S. laws, have majority domestic ownership/control, and a physical place of business in the U.S.

DA will select the Offeror(s) whose proposal offers the best overall value.
- Site Tours: Site tours were scheduled for May 1, 2026 (Pine Bluff Arsenal), May 4, 2026 (Anniston Army Depot), and May 5, 2026 (Fort Drum).
