This document is a combined synopsis/solicitation (RFQ) for Janitorial Services at the Enoree Ranger District, Sumter National Forest, South Carolina. The government intends to establish a Blanket Purchase Agreement (BPA) for these services. This announcement is the only solicitation, and a separate written solicitation will not be issued.

• Janitorial cleaning services for two buildings at the Enoree Ranger District.

• Building 1: Enoree Ranger Station (7,223 sq ft) with carpeted areas, restrooms (ceramic tile), and kitchen area (vinyl flooring).

• Building 2: Enoree Work District Center (approx. 190 sq ft) with two separate bathrooms (approx. 20 sq ft each).

• Contractor personnel must be trained and competent and adhere to industry professional standards.

• Award Type: Firm-fixed-price Blanket Purchase Agreement (BPA).

• Period of Performance: Base period and four (4) one-year ordering periods, not to exceed five (5) years total.

• The BPA does not obligate funds; the government is obligated only to the extent of authorized purchases.

• Contract type is firm-fixed-price.

• Evaluation Criteria: Lowest price technically acceptable. The lowest priced offer will be evaluated for Technical Acceptability. If not acceptable, the process continues with the next lowest priced offer.

• Price: Total price evaluation will be for the base period, all ordering periods, and potential six-month extension. Pricing must be provided for all items.

• Technical Acceptability: Rated "acceptable" or "unacceptable" based on the offeror's ability to meet requirements and demonstrate understanding. Offerors must explain how they will accomplish SOW requirements and detail any exceptions.

• Past Performance: Will be evaluated as Acceptable, Neutral, or Unacceptable.

• Period for acceptance of offers: 90 calendar days from the date specified for receipt of offers.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for janitorial services at the Enoree Ranger District, Sumter National Forest, South Carolina.

• Provide comprehensive janitorial services for two buildings totaling 7,413 square feet.

• Services include floor care (sweeping, mopping, vacuuming), cleaning walk-off mats, interior and exterior trash removal, restroom cleaning, fixture cleaning, mirror cleaning, restocking supplies, high area dusting, light fixture cleaning, interior window washing (monthly), kitchen cleaning, and drinking fountain cleaning.

• Specific tasks include ensuring floors are free of debris, cleaning and disinfecting restrooms and fixtures, wiping mirrors, replenishing toilet paper and paper towels, dusting, and cleaning kitchen surfaces.

• "Clean" is defined as free of dirt, dust, odors, spots, streaks, stains, smudges, film, discoloration, litter, debris, foreign matter, and other residue or evidence of soil.

• Services are to be performed in accordance with applicable laws, regulations, instructions, and commercial best practices.

• A Quality Control Program (QCP) must be developed and maintained by the contractor to ensure services meet requirements.

• Quality Assurance inspections will be performed by the COR to evaluate the quality of work.

• Deficiencies must be corrected by the end of the business day unless otherwise approved.

• Specific cleaning standards are detailed for various areas and tasks.

• Place of Performance: Enoree Ranger District, 20 Work Center Rd, Whitmire, SC 29178.

• Period of Performance: Base Period (12 months) starting 06/01/2026, plus four (4) one-year ordering periods through 05/31/2031.

• Regular Government working hours are Monday-Friday, 0800-1700, excluding federal holidays.

• Contractor hours of performance are generally between 8:00 AM and 4:30 PM, with specific schedules for weekly and monthly cleanings.

• Contractor must provide all labor, transportation, and management.

• Contractor must develop and maintain a Quality Control Program (QCP) and a Work Plan.

• Personnel must be qualified and certified for bio-hazard cleaning if required.

• Contractor personnel must be identifiable and abide by security regulations.

• Keys and access codes must be controlled and returned.

• Safety measures as specified by OSHA must be followed.

• Government will provide certain items such as trash can liners, soap, toilet paper, paper towels, vacuum cleaner, dumpster, and keys. Government will also supply some cleaning supplies.

• As Needed Emergency Cleaning is an on-call task, paid separately, limited to four times per BPA ordering period, not exceeding 4 hours per incident.

• Contractor is responsible for all transportation and travel-related expenses.
