Purpose & Scope
The VA Chief AI Officer (CAIO) requires a multidisciplinary team to manage the full lifecycle of AI use case review, regulatory compliance, stakeholder engagement, data pipeline management, and governance product development. This support aims to assess VA’s enterprise AI landscape, prioritize investments, and drive scalable AI adoption responsibly, consistent with federal law and policy.
The draft requirement outlines two key tracks:
- Track 1: AI Management and Standards: Focuses on use case review, governance tooling development (including AI/LLM-enabled), response quality improvement, data pipeline management, human-centered design for governance products, strategic communications, and transitioning to a federated AI governance model.

- Specific questions regarding missing requirements, AI-supported governance risks and mitigation, managing AI scale, assessing VA's AI capabilities, and experience designing/scaling AI in large organizations.
- A Rough Order of Magnitude (ROM) for proposed solutions, if possible (not part of the 10-page limit).
