Scope of Work
This RFI seeks information on capabilities to:
- Evaluate and improve FEMA's data management processes and data architecture.
- Address data quality and governance issues within the EDAMI program, which covers over 100 systems and utilizes Azure data and ML services like DataBricks.
- Support the FEMADex system, which is experiencing data quality issues in its ETL pipelines due to improper data preparation and documentation by data stewards.
- Partner with Enterprise Architecture and Data Enablement divisions to prioritize governance, inventory data assets, standardize nomenclature, and define KPIs.
- Develop a data architecture roadmap using TOGAF methodology, referencing DAMA-DMBOK and BIZBOK.
- Foster a culture supporting data steward roles with clear expectations and training.
- Document all systems with appropriate data architecture artifacts (data dictionaries, conceptual/logical data diagrams).
- Achieve a modern, reliable, and flexible data architecture that supports AI technologies, produces clean datasets, reduces errors, and enables data-driven decision-making.
