Quick Summary
The Defense Health Agency (DHA) is conducting market research through a Request for Information (RFI) for an Enterprise Dental Imaging Picture Archiving and Communication System (PACS). This RFI aims to identify qualified, experienced, and interested potential business sources capable of providing a standardized, vendor-neutral system for dental imaging across the global DHA network. Responses are due by 1:00 PM ET on April 6, 2026.
Scope of Work
DHA seeks information on commercial solutions that can deliver a comprehensive enterprise dental imaging system. Key capabilities required include:
- Vendor-Neutral Imaging: Capture, display, and store images from any standard dental modality (IO, PX, CBCT) regardless of hardware manufacturer.
- Enterprise Integration: Seamlessly integrate with MHS GENESIS, ECIA, and third-party practice management/dictation software, adhering to DICOM and IHE standards.
- Cybersecurity Compliance: Meet Department of War (DoW) cybersecurity, identity (CAC/PIV/SSO), and Zero-Trust policies, including HIPAA, NIST 800-53, 800-171, and FIPS 200 standards.
- Global Scalability & Resilient Architecture: Support all dental providers across CONUS and OCONUS sites, managing high patient volumes (up to 7,500/day enterprise-wide). The system must operate effectively in variable network conditions, including fully disconnected environments with local database capabilities and automatic synchronization.
- Centralized Governance: Provide a central system for administration, configuration, reporting, and audit logging.
- Comprehensive Workflow Support: Support diverse clinical workflows, including general dentistry, periodontics, endodontics, oral surgery, and veterinary dental care, with advanced image manipulation and CAD/CAM integration.
Vendors should propose a solution addressing specific task areas: System Architecture & Scalability, EHR & System Integration, Modality & Vendor Integration, Clinical Workflow & User Interface, Cybersecurity & Data Integrity, and Support & Training. A draft implementation plan, including timelines and risk mitigation strategies, is also requested.
