Quick Summary
The Department of War (DoW) is conducting market research via a Sources Sought notice to identify industry capabilities for an Enterprise Document Management Platform and the modernization of its Corporate Electronic Document Management System (CEDMS). This initiative seeks cloud-native, platform-as-a-service (PaaS) solutions leveraging the Joint Warfighting Cloud Capability (JWCC). The immediate focus is the digitization of 1.5 billion legacy microfiche records and the establishment of a multi-tenant environment to transform unstructured document text into reportable data. Responses are due June 15, 2026.
Scope of Work
This RFI outlines a multi-phase mission:
- Initial Mission: Rapid ingestion, Optical Character Recognition (OCR), and management of 1.5 billion microfiche records, converting them into a queryable asset.
- Mid-Term Mission: Complete CEDMS modernization by subsuming all existing CEDMS functions.
- Long-Term Mission: Serve as an extensible, multi-tenant repository for onboarding disparate document systems and providing enterprise-wide business intelligence.
Key requirements include scanning 1.5 billion microfiche records to FADGI 3-Star standard, creating TIFFs and searchable PDFs, and building a new, multi-tenant cloud DMS on JWCC infrastructure. The solution must address CEDMS-CDA (financial/accounting documents) and CEDMS-MSS (electronic financial reports), including core capabilities like document capture, archival, OCR, search, access control, and reporting.
Information Requested from Industry
Respondents should detail their approach to:
- Cloud-Native Foundation: Leveraging JWCC for OCR, indexing, search, UI, and Intelligent Document Processing (IDP) for 1.5B PDFs.
- Massive Ingestion: Technical strategy for ingesting and indexing 1.5 billion records, including dual-file ingestion, metadata processing, and QC workflows.
- Data Exploitation & Reporting: Utilizing native cloud analytics (AI/ML, NLP, BI tools) for data transformation and dynamic dashboards.
- Multi-Tenant Scalability: Architecture for data isolation at scale.
- API-First Integration: Enabling future legacy system migration.
- Zero-Trust & Records Mgmt: Integrating native cloud ICAM for Zero-Trust enforcement.
- Future Subsumption: Roadmap for migrating CEDMS (CDA and MSS) and connecting to source systems.
- Cost Estimate (ROM): Breakdown for initial implementation/ingestion and annual sustainment/cloud consumption.
- Corporate Experience: List of recent, relevant contracts.
