Purpose & Background

The DHA relies on accurate dose monitoring for patient safety and compliance. The goal is to standardize and consolidate dose monitoring into a single enterprise system that offers highly accurate, specialty-tuned monitoring, rapid data capture, secure handling of Protected Health Information (PHI) compliant with HIPAA, reliable operation in bandwidth-constrained environments (including OCONUS MTFs), and seamless integration with existing PACS, RIS, and EHR systems (e.g., MHS GENESIS/Cerner). The system must provide consistent data formatting, customizable templates, and capture specialized metrics across various imaging modalities.

Scope of Requirement

The RFI seeks solutions that meet the DHA's requirements for real-time dose tracking, clinical decision support, and regulatory compliance. Key capabilities include:

• Software Functionality: Support for all ionizing modalities, handling over 10 million exams/year, event alerts, IHE compliance, SSDE calculation, multiple output capabilities, CMS CT Noise Index eCQM, integration with Global Dose Registry, display of patient study/lifetime dose records, organ dose calculations, realistic anatomy modeling, PowerScribe 360/1 integration, comprehensive analytics, pregnancy status tracking (highly desired), DICOM bi-directional integration, body part/study name mapping, user role-based functionality, CAC support, and contrast tracking (highly desired).
• Integration: Seamlessly integrate with PACS, MHS GENESIS/Cerner, and other DHA clinical systems.
• Security & Compliance: Comply with DoW cybersecurity, identity, and Zero-Trust policies; maintain a DHA Enterprise level ATO; support RMF accreditation; and ensure personnel have appropriate IA certifications.
• Operational Support: Support all Radiologists across CONUS and OCONUS sites and operate effectively in variable network conditions.
• Centralization: Provide a central system with central administration, reporting, and access governance.
• Implementation: Deployment in a government-hosted virtual environment, standardization of system configurations, and a 5-year contract period for maintenance support with all sites Go-live within 12 months of contract award.

Response Requirements

Respondents must submit a Capability Statement (limited to 20 pages, 12-point font) outlining a proposed solution, including a draft implementation plan with key deliverables, timelines, and risk mitigation strategies. The statement should address how the vendor would deliver/implement specific task areas such as System Architecture, Workstation/PACS/OS Integration, Enterprise Workload/Templates/Reporting, Hardware/Peripheral, Clinical Workflow/Critical Results, DoW System Integration, and DoW Cybersecurity/RMF Requirements. Vendors may also propose alternative or innovative approaches. The solution must be commercially available and have a DHA Enterprise level ATO at the time of submission.

This is strictly an RFI for market research and planning purposes; it is not a solicitation, and no contract will be awarded from this announcement. Only Small Business responses will be considered. The Government will use RFI results to determine potential small business set-aside decisions.
