Sources Sought Notice

This notice is a Sources Sought (SSN) to gauge industry interest and capabilities for a non-personal services contract to support the U.S. Army Office of the Surgeon General (OTSG), Headquarters Medical Command (HQ MEDCOM), and Army Medical Department (AMEDD) IT Support Services. The requirement is for sustaining current and future information management/information technology (IM/IT) infrastructure and enhancements for various Army organizations and authorized users within CONUS and OCONUS.

This notice does not constitute a Request for Proposal (RFP) or other solicitation. It is for information gathering purposes only. Interested offerors are requested to submit a Capability Statement addressing their specialized capabilities and qualifications related to a draft Performance Work Statement (PWS).

• Anticipated NAICS Code: 541513, Computer Facilities Management Services (Size Standard: $37M).

• Product Service Code (PSC): DF01 IT and Telecom - IT Management Support Services (Labor).

• Offerors may suggest a more appropriate NAICS code and provide justification.

• This is a NEW REQUIREMENT.

• Capability Statements should address specific questions outlined in the notice regarding firm information, small business participation, relevant experience, commercial availability, competition structuring, recommendations for improvement, and potential competition restrictions.

• Specific questions relate to personnel security (SECRET clearance), corporate certifications (CMMI, ISO, ITIL, HDI), scope and management of geographically dispersed teams, and transition/phase-in strategies.

• Responses are limited to ten (10) pages in PDF or MS Word format.

• The Government will request customer assessments based on submitted responses.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing comprehensive IT support services to the U.S. Army's Office of the Surgeon General (OTSG) and Headquarters Medical Command (HQ MEDCOM). The goal is to sustain current and future Information Management/Information Technology (IM/IT) infrastructure and enhancements, ensuring compliance with federal IT security standards.

• IT Support Services: Includes help desk support, systems management, and project management.

• Network Support: Covers NIPRNET and SIPRNET, including hardware, software, and wireless devices.

• Technical Troubleshooting: Addressing issues with IT systems, equipment, and devices.

• Preventive Maintenance: Updating systems, monitoring performance, and preventing downtime.

• Security Management: Protecting networks, devices, and data from cyber threats.

• Strategic Guidance: Advising on IT investments, upgrades, and future needs.

• User Assistance: Helping users effectively utilize technology.

• Automation: Assisting in automating tasks and managing systems for efficiency and cost reduction.

• Program and Project Management: Supporting the organization's IT mission.

• Quality Control: Contractor must develop and maintain an effective quality control system and plan.

• Performance Requirements Summary (Technical Exhibit 1):

  • 95% ticket solvency for managing and resolving service tickets.
  • No more than three dissatisfied customer complaints per month for managing user network access and equipment issuance.
  • Prompt diagnosis and resolution of technical issues.
  • 95% participation in boards, meetings, or telephone conferences.

• Deliverables Schedule (Technical Exhibit 2): Includes monthly status reports, ticketing status reports, Project Management Plans, meeting minutes, quality control plans, and financial reports.

• Period of Performance: 12-month base period with 4-12 month options.

• Place of Performance: Primarily within the Continental United States (CONUS), including the National Capital Region (NCR), Falls Church, Virginia, and Joint Base San Antonio, Texas. Other locations may include Ft. Detrick, Maryland, and Aberdeen Proving Ground, Maryland. Situational teleworking may be approved.

• Security: Contractor personnel require a minimum of a secret clearance at the time of proposal submission and must maintain it throughout the contract. Specific tasks may require higher clearances.

• Certifications: Specific IT certifications are required for key personnel, including DoD 8570 Information Assurance certifications (IAT Level I, II, or III), CMMI Level III, ISO 9001, ISO 10004, ISO 27001, ITIL, and SDI certifications.

• Key Personnel: Defined roles include Computer and Information Systems Manager (SME), Network and Computer Systems Administrator (Journeyman), Telecommunications Engineering Specialist (Journeyman), and Computer User Support Specialist (Journeyman).

• Training: Mandatory training includes Anti-terrorism (AT) Level I, OPSEC, Counterintelligence Awareness, IA/IT awareness, iWATCH, and Account Validation System (AVS).

• Government Furnished Property (GFP): The government will provide necessary equipment, facilities, and services.

• Contract Type: Firm-fixed-price contract.
