Purpose & Scope

The Army G-4 aims to acquire end-to-end strategic outcomes, shifting the daily management burden from the Government to the contractor. The scope includes turnkey program and change management, proactive data-driven logistics analysis, global logistics readiness visibility, current operations integration, prepositioned stocks optimization, force structure and sustainment capabilities integration, supply chain optimization, materiel management, installation operations, enterprise data analytics, and strategic communications. Solutions must integrate logistics operations, installation management, and legislative/budgetary cycle expertise. Personnel will require TOP SECRET//SCI clearances and must be U.S. Citizens.

Contract Details

  • Type: Commercial Solutions Opening (CSO)
  • Contract Vehicles: Firm-Fixed-Price (FFP) contracts or Other Transaction Agreements (OTAs)
  • Period of Performance: Expected 58 months, comprising a 10-month base period (including a 30-day transition) and four 12-month option years.
  • Place of Performance: Primarily the National Capital Region (NCR), including the Pentagon, and authorized Continuity of Operations Plan (COOP) sites. Telework/remote models are encouraged if security and performance objectives are met.

Submission & Evaluation

This is a two-phase submission process:

  • Phase I: Requires a Solution Brief (10 pages max), a Rough Order of Magnitude (ROM), and a Quad Chart (using Attachment 0003 template). Submissions should focus on technical approach, business/acquisition model, and addressing Section 9 topics.
  • Phase II (Invitation Only): Invited offerors will submit a Performance Work Statement (PWS), Detailed Price Proposal, Draft Quality Control Plan (QCP), and Small Business Subcontracting Plan (if applicable). Evaluation will be a peer review process, assessing Technical & Business Viability, Management Approach, and Affordability/ROM Feasibility in Phase I, and PWS Acceptability, QCP Robustness, Price Reasonableness, and Administrative Compliance in Phase II.
