Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the Defense Intelligence Agency (DIA) with comprehensive Material Management services, including Warehouse and Distribution Management, Transportation Services, and Logistics Services within the National Capital Region (NCR) and globally. The goal is to enhance DIA's workforce capacity to meet surge requirements.

• Centralized warehousing, receipt, off-loading, tallying, storage, issue, inventory management, distribution, shipping, and disposals.

• Asset management and property accountability.

• Event set-ups and break-downs for DIA leadership.

• Utilization of specific systems: Financial Accounting and Corporate Tracking Systems (FACTS), Supply Chain Management (SCM)/Asset Management (AM) modules, Mobile Scanning Devices (MSDs), and Defense Property Accountable System (DPAS).

• Base period of one year, followed by four optional one-year renewal periods.

• Primarily within the NCR (District of Columbia, Loudoun, Prince William, Fairfax, Arlington Counties in Virginia; Frederick, Montgomery, Baltimore, Howard, Prince George's Counties in Maryland). Also includes potential work at Fort Meade, MD; Frederick, MD; Redstone Arsenal, AL; and SOUTHCOM in Florida.

• Non-personal professional services.

• Contractor must provide a Phase-In Plan (30 days) and a Phase-Out Plan for seamless transition.

• Government-owned warehouse inventory management and maintenance of warehouse equipment.

• Adherence to legal holidays and administrative leave policies.

• Specific security requirements, including TS/SCI clearances for certain personnel.

• Key Personnel requirements (Program Manager, Quality Assurance Specialist, MSD Management Specialist).

• Detailed labor categories, skill levels, and experience requirements.

• Government Furnished Equipment (GFE) will be provided, including IT systems, vehicles, MHE, and office furniture.

• Contractor must implement a comprehensive safety program and maintain warehouse cleanliness.

Request for Information (RFI)

This RFI is issued by the Defense Intelligence Agency (DIA) to conduct market research for Enterprise Logistics Services (ELS). The goal is to identify interested parties with the resources to support this requirement and to help determine the method of procurement. The government is considering NAICS code 561210, Facilities Support Services. This is not a solicitation or a request for proposals; responses are voluntary and will not incur costs for the government.

Interested sources are requested to provide a capability synopsis covering:

• Organizational Information: Name, contact details (UEI, CAGE code), business size, socio-economic status, primary NAICS codes, active 8(a) certification status, and GSA Schedule contract details.
• Security: Possession of a TS Facility Clearance.
• General Capability Assessment: Ability to provide personnel with TS/SCI clearance willing to undergo polygraph; experience in managing warehouse operations, property accountability, data management strategies, and warehouse management systems/automation technologies; description of performance metrics and knowledge management processes for assessing deliverables; and understanding of audit readiness requirements for federal agencies.
• Relevant Employee Skills/Experience: Years of experience in warehouse and logistics supporting IC community projects, and examples of past performance on similar contracts within the IC community.
