Scope of Work
The selected contractor will be responsible for developing, validating, and implementing an occupation structure and standards for intelligence, security, and law enforcement work roles. Key tasks include:
- Developing the Defense Intelligence Workforce Framework (DIWF).
- Creating a work role taxonomy, defining tasks, technical competencies, knowledge, skills, abilities, behavioral indicators, and proficiency requirements.
- Developing minimum qualifications for each work role.
- Conducting comprehensive job analysis through interviews, focus groups, workshops, and questionnaires.

- Firms must provide qualified staff with demonstrated experience in job analysis, competency model development, and proficiency requirements.
- Security: The firm must possess a Top Secret Facility Clearance, and all key personnel must hold an active Top Secret (TS)/Sensitive Compartmented Information (SCI) clearance.
- Key Personnel: Required roles include Principal Industrial/Organizational Psychologist, Senior Industrial/Organizational Psychologist, Industrial/Organizational Psychologist, and Junior Industrial/Organizational Psychologist.
- Place of Performance: Primarily at The Pentagon, Arlington, VA, with key personnel required to be onsite 100% of the time. SME workshops will be conducted in SCIF space.
