Scope of Work
The contractor will provide analytical, technical, and management expertise to support IHS's portfolio management activities. Key responsibilities include:
- Implementing a FedRAMP-certified, cloud-based EPMT that is 508 compliant.
- Providing licensing, technical implementation, configuration, and data migration from the previous EPMT.
- Integrating with existing enterprise systems like ServiceNow Strategic Portfolio Management (SPM), Business Intelligence (BI) systems, and Agile/DevOps environments.
- Developing workflow designs, templates, security roles, documentation, and training materials.
- Assisting in developing knowledge and proficiency among the CPIC Team.
- Ensuring system availability of 99.9% during Government business hours.
- Complying with federal regulations including Privacy Act, HIPAA, and CFR 42 Part 2.

Submission Requirements
Interested parties must submit a capability statement via email to maliaka.pinkney@hhs.gov. The subject line must be "Secure Exchange Data Software" – SS-26-IHS1524094. Submissions must include a cover letter with company details (Name, UEI, POC, address, phone, website, GWAC/GSA vehicles, business size relative to NAICS 518210, company type, teaming arrangements) and the attached IEE Representation Form. Contractor personnel will be subject to a Public Trust background investigation.
