Purpose & Scope
AFRL requires a mechanism to provide technology prototypes to the warfighter, enhancing Air Force systems and enabling agile adaptation of new capabilities. This RFI is for market intelligence to establish an OT Indefinite Delivery Vehicle (IDV) for prototypes, under which Project-Level Orders (PLOs) will be issued. The scope involves the development, testing, evaluation, demonstration, integration, and delivery of prototypes and test articles, including recurring Operational Test and Evaluation (OT&E) across AFRL mission sets. Project-Level Performers will iteratively prototype and integrate next-generation Open System Approaches (OSA).
Contract Details
The anticipated award structure is an Other Transaction Agreement for Prototype (OTP), authorized under 10 U.S.C. §4022. This IDV is expected to have a 120-month project ordering period, with project performance allowed up to 24 months after the ordering end date. PLOs will be Firm Fixed Price. OTP authority requires significant participation from nontraditional defense contractors, small businesses, or non-federal cost sharing, or exceptional circumstances. The agreement is closed to foreign participation at both the OT lead and Project Level Performer levels, though FOCI-mitigated companies may inquire. Awards may require up to TS/SCI clearances.
