Enterprise Sustainment Contract for Repair, Spares, & Engineering Services

Request for Information (RFI)

This RFI is issued by the Air Force for market research to identify potential sources with the expertise, capabilities, and experience to meet qualification requirements for the production and/or repair of specific items. The government is planning a ten-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with an anticipated ordering period beginning in FY 2028, for both repair services and the procurement of new spares. The current prime contractor and OEM for these systems is Northrop Grumman Corporation (NGC).

Potential sources must demonstrate:

• Corporate experience in depot-level repair and/or manufacturing of avionics, electronic warfare, or radar systems.

• A proposed approach to acquire or gain legal access to proprietary technical data for spares production, full depot-level repairs, technical support, and program management.

• The ability to provide fully functional and certified parts and/or repair services that meet or exceed OEM specifications.

• Contract Type: Single-award, ten-year IDIQ.

• Period of Performance: Anticipated ordering period beginning FY 2028, supporting a ten-year PoP from 10 September 2028 through 9 September 2038.

• Estimated Value: Not specified.

• Respondents must submit a Contractor Capability Survey detailing their business information and capabilities.

• Responses are due no later than close of business on 9 March 2026.

• This RFI is for market research purposes only and does not constitute a solicitation. Responses will be treated as information only and will not be used as a proposal.

• Both large and small businesses are encouraged to participate.

• Joint ventures or teaming arrangements are encouraged.

• Submissions will be reviewed IAW FAR Part 19 procedures.

• Respondents should identify any areas of work that could be broken out exclusively for Small Business.

• The RFI includes an attachment, "RFI_Master List of NSNs," which details forecasted repair and spare items. This list may differ in future correspondence.

• The government does not own or have access to the data for these items.

• Samples of the items are not available for evaluation.

• Participants will not be reimbursed for any expenses associated with their participation.
