Scope of Interest
DHS OHS is seeking an existing mobile application specifically designed to support DHS LEOs, with potential expansion to other DHS federal employees. The application should provide accessible, secure, and user-friendly resources, customized programming, and support services to advance health, resilience, and optimized performance. The notional scope includes:
- Establishing an enterprise-wide mobile application for DHS LEOs (initial cohort of 106,000 personnel, potential expansion to 124,000 additional DHS federal employees).
- Program administration, marketing, and obtaining/maintaining Authorization to Operate (ATO).
- Configuration, customization, implementation, testing, deployment, training, user guides, and sustainment support.
Key Requirements
The application must be compatible with iOS and Android platforms, support wearable integration, and provide 24/7/365 virtual/on-demand health and wellness content. It should integrate existing DHS content, link to mental health resources, Employee Assistance Programs (EAP), and peer support. Security and privacy are paramount, requiring FedRAMP or ATO readiness, enterprise-level security, data privacy (PII, location), and GDPR compliance. Wellness content should include mindfulness, coaching, nutrition, webinars, physical fitness programming, and AI-based detection/intervention. All Information and Communication Technology (ICT) deliverables must conform to applicable Section 508 standards.
