• Wellness App Capabilities: Specific features tailored to law enforcement, platform compatibility (Android/iOS), device management, accessibility, customization, 508 compliance, integration with wearables, health and wellness library content, and incentive programs.
• Compliance: Adherence to federal data privacy laws (HIPAA, FISMA), FedRAMP compliance, and third-party security assessments.
• Holistic Human Performance: Information on platforms designed to measure wellness, optimize performance, and reduce injury.
• Cybersecurity: Details on FEDRAMP High levels or provisional Authority to Operate (ATO).
• Device Agnosticism: Whether the platform supports user-preferred wearable devices.
• Integration: Ability to integrate with existing DHS platforms and single sign-on.
• Analytics: Capability to report user engagement and wellness outcomes, segmented by user groups while maintaining privacy.
• Pricing: Company's pricing structure and licensing fees for multi-year or enterprise-wide contracts, including additional costs for implementation, customization, and support.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure the configuration, deployment, and maintenance of an existing mobile application designed to support Department of Homeland Security (DHS) Law Enforcement Officers (LEOs). The application aims to promote holistic wellness, reduce injury risk, enhance mental well-being and resilience, and optimize performance to strengthen mission readiness. It may be expanded to other DHS federal employees.

• Program Management: Contractor will manage procurement, configuration, oversight, administration, supervision, quality assurance, maintenance, and integration of the mobile wellness application.

• Initial Cohort: Serves an initial DHS Law Enforcement Officer cohort of 106,000 personnel, with potential expansion to an additional 124,000 DHS federal employees.

• Platform Compatibility: Must be compatible with both iOS and Android platforms (phone and tablet-based) and support integration with wearable technology.

• Technical Requirements: Must provide 24/7/365 virtual/on-demand health and wellness content, SMS-text-based tools, push notifications, and customizable user options. It should integrate existing DHS health and wellness content and link to mental health resources, peer support, Employee Assistance Programs (EAP), and peer-to-peer interaction.

• Security & Privacy: Must be FedRAMP or Authority to Operate (ATO) ready, supporting enterprise-level security, data privacy, and accessibility standards. It must protect Personal Identity Information (PII) and user location data in accordance with DHS privacy safeguards. It must be General Data Protection Regulation (GDPR) compliant.

• Wellness Content: Includes virtual mindfulness and stress reduction, lifelong coaching, nutrition and weight management support, health education webinars, psychologist liaison program, structured workout/physical fitness programming, and AI-based detection/intervention prompts.

• Performance Period: A 12-month base period with four (4) 12-month option periods for maintenance, technical support, and enhancements.

• Place of Performance: Work can be performed remotely and/or at DHS-approved facilities within the Continental United States (CONUS). Contractor staff availability is required during regular business hours (Monday-Friday, 9:00 AM - 5:00 PM EST) for assistance.

• Section 508 Compliance: All ICT deliverables must conform to applicable Section 508 standards.

• Security: Contractor must submit a draft security plan and comply with federal security standards and DHS policies. An IT System Security Plan must be provided within 30 days post-award.

• Deliverables: Include a Kick-Off meeting, Project Management Plan, Requirements Analysis Report, Systems Design Document, Prototype/Beta Version, UAT Report, Final Application Deployment, Training and User Guides, Progress Reports, Sustainment & Maintenance Plan, IT Systems Security Plan, DHS Authorization Decision, Section 508 Test Plans/Results/Reports, and other documentation as specified.

• Contract Personnel: Must maintain an adequate workforce and identify themselves as contractors.

• Travel: No travel is anticipated.
