Solicitation / RFP / RFQ

This solicitation is for Environmental & Social Support Services, to be provided under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The U.S. International Development Finance Corporation (DFC) requires on-demand advisory services to support its Environmental and Social (E&S) Risk Management Team. The services will assist in evaluating projects for alignment with DFC's Environmental and Social Policy and Procedures (ESPP), International Finance Corporation (IFC) Performance Standards, and other relevant guidelines.

Services will include:

• Training and SOP Development Deliverables will include red-flag reports, screening memos, comprehensive reviews, gap analyses, due diligence reports, monitoring reports, and training materials.

• Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) with Task Orders issued on a Labor Hour and/or Firm Fixed Price (FFP) basis.

• Period of Performance: June 15, 2026, to May 14, 2031 (5-year ordering period).

• Anticipated Award Type: Labor-hour.

• Offerors must submit quotes via email by the date and time specified in Block 8 of the SF1449.

• Evaluation will be based on Technical Approach and Understanding, Relevant Corporate Experience, Key Personnel and Subject Matter Expertise, Past Performance, and Quality Assurance and Management.

• The Government will award to the responsible offeror whose proposal represents the best value.
