• Statement of Flow Down: Inclusion of FAR clauses 52.219-8 and 52.219-9 in subcontracts.
• Assurances: Compliance with reporting requirements (ISR, SSR), cooperation with surveys, and timely payments to subcontractors.
• Records Maintenance: Types of records to be maintained regarding subcontracting efforts.

Bidders must complete and submit this plan as part of their proposal if required by the solicitation. It demonstrates their commitment to small business utilization and outlines specific goals and methods for achieving them. Failure to provide an adequate subcontracting plan may lead to rejection of the proposal.

This document is a Broad Agency Announcement (BAA) from the Environmental Security Technology Certification Program (ESTCP) for the demonstration and validation of innovative technologies that enhance military readiness, improve installation resilience, and strengthen America's defense infrastructure. Contracts are anticipated to be awarded three to six months following final review and approval of each proposal, depending on funding availability.

• White papers must respond to only one topic area and be submitted as a single PDF.
• White papers are limited to two pages, with specific content requirements including title, PI, organization, objectives, technical approach, cost estimate, and literature citations.
• Submissions are made via the SERDP and ESTCP Management System (SEMS).
• Evaluation factors for white papers include ESTCP Relevance (pass/fail) and Technical Merit. For full proposals (if requested), Cost/Benefit of Technology, Transition Potential, and Cost of Proposal are also considered.

This BAA is for Private Sector Organizations. White papers marked with ITAR, EAR, limited distribution, CUI, or company proprietary are not accepted.
