Quick Summary
The Department of Defense (DoD), through its Environmental Security Technology Certification Program (ESTCP), is soliciting pre-proposals for innovative Environmental and Installation Energy Technology Demonstrations. This Broad Agency Announcement (BAA) aims to fund projects that address critical DoD requirements by demonstrating and validating mature technologies. Multiple awards totaling approximately $10 million are anticipated. Pre-proposals are due March 12, 2026, by 2:00 p.m. Eastern Time.
Purpose & Scope
ESTCP seeks to accelerate the deployment of environmental and installation energy technologies by demonstrating and validating their performance under operational conditions. The program focuses on technologies that have completed proof-of-concept work and are ready for field demonstration, generating high-quality cost and performance data, securing regulatory and end-user acceptance, and facilitating commercialization.
Key Requirements
Proposals must focus on sufficiently mature technologies, not those already in broad commercial use. Key deliverables include executing technology demonstrations, developing comprehensive Demonstration Plans, generating robust cost and performance data, and ensuring effective technology transfer to DoD users through guidance documents and peer-reviewed literature.
Contract Details
Awards will typically be cost-type contracts, requiring an approved accounting system and government audit, though firm-fixed-price contracts may be considered. Mandatory clauses regarding Safeguarding Covered Defense Information, Cyber Incident Reporting, and prohibitions on certain telecommunications equipment will apply. For "Other than Small" businesses, a Small Business Subcontracting Plan is required for awards exceeding $900,000, in accordance with FAR 52.219-9.
Submission & Evaluation
- Pre-Proposal Due: March 12, 2026, 2:00 p.m. Eastern Time.
- Full Proposal Due (if requested): July-August 2026.
- Anticipated Awards: June 2027. Pre-proposals must be submitted via the SEMS system as outlined on the ESTCP website. Evaluation criteria, in decreasing order of importance, include: Technical Merit, Cost/Benefit of Technology, Transition Potential, and Cost of Proposal, following initial pass/fail assessments for ESTCP Relevance and Technology Maturity.
Eligibility
This BAA is open to Private Sector organizations. While there is no specific set-aside, both small and large businesses are encouraged to respond, with specific subcontracting plan requirements for large businesses.
