ENVIRONMENTAL SECURITY TECHNOLOGY CERTIFICATION PROGRAM (ESTCP) –INSTALLATION ENERGY AND WATER TECHNOLOGIES (EW) SUPPLEMENTAL

This Broad Agency Announcement (BAA) seeks pre-proposals for innovative, cost-effective solutions for the Department of Defense's (DoD) Installation Energy and Water technologies, funded starting in Fiscal Year (FY) 2027. The Environmental Security Technology Certification Program (ESTCP) aims to demonstrate and validate technologies that enhance military readiness, improve installation resilience, and strengthen defense infrastructure. Technologies must be mature, with laboratory or proof-of-concept work completed; commercially available technologies in broad use are not suitable. This BAA is specifically for Private Sector organizations.

• Technologies must be sufficiently mature for demonstration and validation.

• Projects must execute technology demonstrations to validate performance and operational costs, developing Demonstration Plans approved by ESTCP.

• Projects must generate high-quality data for performance validation and cost estimation for full-scale implementation.

• Technology transfer activities are required, including engaging the DoD user community, publishing guidance documents, and presenting results.

• Proposers must provide data and support for regulatory and end-user acceptance.

• Pre-proposals must include a clear problem statement, technology description (including maturity and innovation), technical approach, technical risks, expected DoD benefit, schedule, technology transition plan, performer information, and cost estimates.

• ESTCP projects are generally awarded as cost-type contracts, requiring an approved accounting system and government audit. Firm-fixed-price contracts may be an option if cost-type requirements cannot be met.

• Mandatory clauses will include DFARS 252.204-7012 (Safeguarding Covered Defense Information and Cyber Incident Reporting) and FAR 52.204–24, FAR 52.204–25, and FAR 52.-204-26 related to telecommunications equipment.

• Service Contract Reporting (SCR) requirements apply to contracts exceeding $3,000,000.

• Contracts are not effective until fully executed by both parties.

• Pre-Proposal Due Date: March 26, 2026, 2:00 p.m. Eastern Time.

• Submission Method: Via the SERDP and ESTCP Management System (SEMS). No other methods accepted.

• Pre-Proposal Format: Single PDF file, no longer than five (5) pages (excluding appendices), with 11-point font and 1-inch margins.

• Evaluation Factors (Pre-Proposal): ESTCP Relevance (pass/fail), Technology Maturity (pass/fail), Technical Merit, Cost/Benefit of Technology, Transition Potential, and Cost of Proposal.

• Full Proposal Stage: ESTCP will notify proposers whether a full proposal is requested.

• Anticipated Awards: June 2027.

• This BAA is for Private Sector organizations. DoD organizations and other Federal agencies should refer to separate calls for proposals.

• Proposals marked with ITAR, EAR, limited distribution, CUI, or company proprietary information are not accepted.

• Contact information for contracting and small business inquiries is provided.

• Proposers must ensure their Unique Entity Identifier (UEI) and System for Award Management (SAM) information is up-to-date.

• Costs for pre-award presentations are borne by the proposer.

This template details the specific subcontracting goals and efforts the prime contractor intends to undertake. Bidders can use this to understand the prime contractor's commitment to small business utilization and to identify potential subcontracting opportunities within the overall contract. It also outlines the reporting and compliance requirements that will flow down to subcontractors.
