This amendment modifies the solicitation to:

• Extend the offer due date to May 12th, 17:00 ED.

• Include a complete list of expired chemicals needing disposal.

• Attachments 1 and 2 (labeled "Expired Chemical PAGE 1 & 2") are now included.

• Bidders must review the new attachments.

• Bidders must include a signed copy of this amendment and the Expired Chemical attachments with their submission.

• The offer due date has been extended to May 12th.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services, issued as a Request for Quote (RFQ) under FAR Part 12 and 13. It constitutes the only solicitation, and a written solicitation will not be issued separately. The acquisition is set aside for Indian Small Business Economic Enterprises (ISBEE).

The primary requirement is the removal and disposal of expired chemicals, along with pickup and repackaging services. An environmental fee of 3% is also included.

• Contract Type: Firm Fixed Priced Purchase Order.

• Period of Performance: 30 Days After Receipt of Order (ARO).

• Submission: Quotes must be submitted electronically to Olivia.wall@bie.edu.

• Quote Format: Must be all-inclusive, including all costs (service, supplies, materials, taxes, travel, etc.). Must identify unit price, total unit pricing, grand total, Tax ID, Cage Code, and UEI number. Must be submitted with FOB Destination terms. SF-1449 must be completed. Must include complete contact information. Amendments must be acknowledged. Must be registered in SAM.gov.

• Evaluation: Lowest Priced Technically Acceptable (LPTA) method. Technical acceptability includes meeting the 30-day service timeframe and conforming to the solicitation set-aside. Price will be evaluated for reasonableness.

• Key Deadlines: Offer Due Date is 05/08/2026 at 1700 ED.

• This acquisition is set aside for Indian Small Business Economic Enterprises (ISBEE).

• Offerors must be registered in SAM.gov and acknowledge small business status.

• NAICS Code: 562211 - Hazardous Waste Treatment and Disposal.

• Small Business Size Standard: $47.0M.

• The contract price includes all applicable Federal, State, and local taxes and duties.
