Scope of Work

Contractors will provide environmental testing services for electronic products, including but not limited to: Vibration, Physical Shock, Extreme Thermal, Thermal Cycling, Altitude, Humidity, Salt-Fog, UV Exposure, Combined Environment, Sand and Dust, Rain, Electrical, EMI, and ESD testing. Offerors must demonstrate internal capability to perform at least eight (8) of the twenty-seven (27) listed Microelectronics test services. Services not performed in-house may be subcontracted, with a preference for labs within 120 miles of DMEA, McClellan, CA. The contractor will also provide recommendations for tailoring DMEA-provided Test Plans, advise on fixturing, and summarize all test results in a final technical report within five days of completion.

  • Evaluation Factors (descending order of importance for orders): Price, Technical Capability/Availability/Schedule, and Past Performance. For initial BPA award, proposals will be evaluated on Technical (Factor 1), Past Performance (Factor 2), and Price (Factor 3). Technical and Past Performance combined are approximately equal to price.
  • Offerors must be registered in SAM and submit proposals in Microsoft Office or Adobe PDF formats.

The government reserves the right to make multiple BPA awards without discussions and will not reimburse proposal preparation costs.
