Solicitation / RFP / RFQ

To obtain environmental testing services for electronic devices to validate designs and support Department of Defense (DoD) programs, addressing obsolescence issues and providing state-of-the-art SatCom solutions.

Blanket Purchase Agreement (BPA)

This document establishes a Blanket Purchase Agreement (BPA) for DMEA to procure environmental testing of electronics products. The services are intended to qualify/validate assemblies to MIL STD or custom specifications as described in the associated Performance Work Statement (PWS) DMEA 25-5E2 and Statement of Work (SOW) for each order.

• Environmental testing of electronics products.

• Services will be provided when requested by the Contracting Officer or authorized BPA user.

• Deliverable data under individual orders will be specified on a table similar to the Contract Data Requirements List (CDRL).

• Commercial warranties apply to supplies or services furnished under this BPA.

• The BPA is effective for 3 years after award or until the cumulative ceiling of $900,000.00 is reached.

• This BPA is not a contract; it may be canceled with 30 days written notice for failure to perform.

• Minimum order is $2,500.00.

• Maximum order size is limited only by the remaining BPA order ceiling.

• Non-competitive quotations may be issued for follow-on testing or if only one or limited vendors offer the required service.

• The Project Engineer (PE) will review quotes and provide comments to the Contracting Office.

• This is a multiple award BPA intended to ensure adherence to FAR posting, small business coordination, and competition requirements.

• The $900,000.00, 3-year ordering limitation is intended to ensure fair opportunity for multiple awardees, acknowledging that no single vendor may possess the capability for all twenty-seven tests.

• The Government is obligated only to the extent of authorized orders placed.

• Authorized users are limited to Government Contracting Officers at DMEA.
