Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Explosive Ordnance Disposal (EOD) support to USAF bases and Headquarters Staffs.

• Provide EOD support including scheduling and setup for EOD training, maintenance of EOD tools and equipment, drafting plans and procedures, reviewing EOD technical reports, and assisting with EOD flight management.

• Instruct students in theoretical and practical aspects of EOD, evaluate learning progress, and provide assessment reports.

• Furnish all labor, material, facilities, and travel necessary to accomplish the described efforts.

• Provide support to EOD MAJCOMs and Detachments, including management, planning, programming, and technical advice in areas of EOD readiness, mobility, force protection, operations, and combat support.

• Assist with distributing intelligence reports and providing technical papers and working data.

• Monthly Progress Reports (A001) are required by the 15th business day of each month, detailing work status, schedule, issues, and recommendations.

• Deliverables must be submitted in English with applicable numbering in English or metric units.

• The Government has unlimited data and distribution rights to all processes, systems, and equipment developed under this PWS.

• The PWS covers efforts for EOD support at USAF bases and Headquarters Staffs.

• Specific locations are detailed in Attachment 1 (AFCENT/A7, SC) and Attachment 2.

• Security: Personnel require a minimum of a Tier-1 investigation for unclassified access, and potentially TOP SECRET clearance for classified material. Personnel must consent to LEADS background checks. Facility clearance is also required.

• Personnel Qualifications: NAVSCOLEOD Graduate, prior EOD with Senior Badge, 10 years EOD experience, valid driver's license, and ability to obtain/maintain security clearance are required.

• Equipment/Property: Access to various facilities (Base, Flight line, EOC, etc.), office space, computers (NIPR/SIPR), and authorization for Government Owned Vehicle License are provided.

• Government Vehicles: Contractors operating government vehicles must hold appropriate licenses and be trained and qualified.

• Travel: Contractor may be required to travel, with arrangements and costs borne by the contractor, subject to COR/CO approval. Passports and visas may be required for OCONUS travel.

• Hours of Operation: Normal Air Force duty hours are 0730-1630 Monday-Friday, with potential for adjusted hours.

• Continuity of Operations: Services must continue during personnel absences, with advance notice required for replacements.

• Mission Essential Personnel: Contractor must ensure essential personnel are available to perform tasks regardless of conditions.

• Surge Hours: May be authorized for immediate or sustained effort beyond normal hours, requiring COR/CO approval and a quote.

• Contractor Furnished Items: Contractor must furnish all items/services not specifically stated as incidental.

• Communication Devices: Contractor must provide mobile communication devices for after-duty notification and technical support.

• Quality Assurance: Government will evaluate performance based on the PWS and a Quality Assurance Surveillance Plan.

• Applicable Regulations: Compliance with Air Force Instructions, MAJCOM Supplements, and AF Directives is required.

• Manpower Reporting: Contractor must report all labor hours via a secure data collection site (ecmra.mil).
