Statement of Work (SOW)

This SOW outlines the specifications for 7' x 20' enclosed trailers designed to support Explosive Ordnance Disposal (EOD) emergency response and Defense Support of Civil Authorities (DSCA) missions across the Air Force. These trailers will serve as mobile, climate-controlled workspaces and power sources for EOD teams, equipped to handle various explosive threats.

• Procure 7' x 20' on/off-road capable trailers.

• Trailers must be compliant with Department of Transportation (DOT) regulations.

• Haul full-spectrum EOD equipment (robots, tools, SCBA, X-Ray systems, etc.).

• Provide a climate-controlled (HVAC) workspace and power source.

• Accommodate a PRIME MOVER for towing.

• Dimensions: 84" W x 192" L box, 19.5'-20' overall length, approx. 8.5' width (fender-to-fender), 84"+ interior height.

• Structure: Steel tube frame, rubberized/asphalt coating, 10-year design life, wall posts 24" centers, floor crossmembers 16" centers.

• Exterior: Aluminum .030" or thicker with Paint Protection Film (PPF), stone guard, super duty ramp door with locking mechanism, two 7500# scissor jacks.

• Wheels/Axles: 7000 lbs. GVWR, aluminum five-lug wheels with 32" all-terrain tires, two 3500# Dexter Torflex axles (or equivalent) with 10° Up Starting Angle, minimum 16" ground clearance.

• Interior: White vinyl coated walls (dry-erase), white vinyl ceiling, heavy-duty non-slip vinyl flooring (75 mil minimum thickness, G-Floor 75 Diamond Tread baseline), E-Track systems on walls and floor.

• HVAC & Roof: 15K AC with 12K heat, 14" RV vent with fan, 12' awning, low-profile roof rack (400 lbs capacity), personnel ladder.

• Electrical: Meets NEC Articles 551 & 552, 50A interior box, 5.5KW 50-amp gas generator with remote start, 100 ft. shore power cable, exterior/interior outlets, flood scene lighting, control panel, various LED light bars and pods.

• Safety: Explosive placards (Class A), two 2A-10BC fire extinguishers, sealed fasteners.

• Production: Within 180 days of purchase order receipt.

• Delivery: Within 30 days after vendor facility inspection.

• Locations: Fielding Locations specified in the EOD Response Trailer Fielding Locations attachment.

• First Article Review: In-person inspection and approval by AFCEC/CXD required before full production.

• Vendor Inspection: Trailers must pass AFCEC/CXD inspection at vendor facility.

• Acceptance Inspection: US Government representative will conduct acceptance inspection at destination.

• Shipping: Vendor is responsible for shipping to the selected destination.

Request for Information (RFI)

This RFI is issued by the Air Force for information and planning purposes to conduct market research regarding the procurement of 7' x 20' enclosed trailers. These trailers are intended to support Explosive Ordnance Disposal (EOD) emergency response and Defense Support of Civil Authorities (DSCA) missions at various Air Force bases. The trailers must be capable of hauling specialized equipment for defeating explosive threats and must be able to traverse various road conditions. They will serve as climate-controlled workspaces at deployment sites.

• Enclosed trailers (7' x 20')

• Capable of hauling full-spectrum EOD equipment (e.g., robotic platforms, X-ray systems, SCBA)

• Ability to traverse normal highways, improved/unimproved roads, and off-road surfaces

• Climate-controlled (HVAC) workspace and power capability

• Must meet or exceed minimum characteristics stated in the attached Statement of Work (SOW).

• This RFI is NOT a Request for Quote (RFQ) or Request for Proposal (RFP) and does not constitute a promise to issue one.

• Responses are voluntary and will not be paid for by the Government.

• Responders should describe their company's capabilities to meet the requirements, providing examples of commercial products and specifications.

• Companies lacking experience should detail how they would overcome this (e.g., teaming, subcontracting).

• Specific business information is required, including company name, address, business size, socio-economic status, NAICS code, federal contract vehicles, point of contact, CAGE code, SAM UEI, company overview, and capabilities statement.

• Vendors must indicate if they manufacture or resell the equipment and suggest alternative NAICS codes if applicable.

• Responders should also indicate any prior experience with similar products for Government entities.

• The Government may hold one-on-one meetings with vendors who provide comprehensive responses.
