This RFI is crucial for potential bidders to assess their alignment with the described services, provide feedback on the draft PWS and requirements, and signal their interest and capabilities to the government. Responses will help shape the final solicitation and inform bidders about the nature of the upcoming opportunity.

Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a contractor to provide technical and support services to the EPA Region 9 Water Division. These services will support the implementation of core water programs, including those under the Clean Water Act (CWA), Safe Drinking Water Act (SDWA), and Marine Protection, Research, and Sanctuaries Act (MPRSA), as well as National Environmental Policy Act (NEPA) compliance.

The contractor will provide support across several modules, including:

• Clean Water Act (CWA) Programs:

  • Total Maximum Daily Load (TMDL) development and support.
  • NPDES (National Pollutant Discharge Elimination System) permit development, oversight, and implementation support.
  • Water Quality Standards (WQS) technical support.
  • Water Quality Monitoring, including strategy development, design, sampling training, quality assurance, data analysis, and programmatic evaluation.
  • Nonpoint Source (NPS) Control Program support, including program development, management measure tracking, and water quality monitoring.
  • Wetlands Regulatory Program research and assessment.
  • Ocean Dumping support under MPRSA and CWA.
  • San Francisco Bay Program support.

• Safe Drinking Water Act (SDWA) Programs:

  • Underground Injection Control (UIC) program technical assistance, including permit application review and process support.
  • Source Water Assessment and Protection Program support.
  • Direct Implementation (DI) on Tribal Lands, including training and technical assistance for drinking water and Class V UIC wells.
  • Tribal Safe Drinking Water Act Sanitary Surveys and Reports.
  • Education and Training for tribal water system personnel.
  • Public Water System Supervision (PWSS) Program support, including program development and implementation.

• Infrastructure:

  • Technical assistance to States, Territories, and Tribes for EPA-funded capital improvement projects.
  • Technical support for State Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) Programs.

Base Year: February 1, 2027 – January 31, 2028, with four Option Years and a 6-Month Option.

Region 9: Arizona, California, Hawaii, Nevada, American Samoa, Commonwealth of the Northern Mariana Islands, Federated States of Micronesia, Guam, Marshall Islands, and Republic of Palau.
