Equipment Rental Guam- Portable Toilets and Forklifts for VMFA 242

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services, specifically for Porta-Johns with cleaning services and Forklifts. The procurement is under a Total Small Business Set-Aside and is being conducted in accordance with FAR Part 12.

• Rental of 3 Porta-Johns with cleaning services from June 11, 2026, to July 8, 2026, at Andersen Air Force Base, Guam.

• Rental of one 6K Forklift (no driver) for 29 days, including maintenance, with fuel provided by the contractor. Pick-up date: June 10, 2026; Return date: July 8, 2026.

• Rental of one 10K Forklift (no driver) for 29 days, including maintenance, with fuel provided by the contractor. Pick-up date: June 10, 2026; Return date: July 8, 2026.

• All materials are expected to be delivered on the date specified; no partial deliveries will be accepted.

• The contract will be awarded to the responsible Offeror whose offer is most advantageous to the Government, considering price and other factors.

• The period of performance for the Porta-Johns is June 11, 2026 – July 8, 2026. The forklift rentals are for 29 days each, with specific pick-up and return dates.

• Offerors must submit their response via email to adrian.p.powell@usmc.mil no later than the posted Response Date.

• Quotes must contain all requested line items to be considered responsive.

• Evaluation factors include Technical, Price, and Past Performance.

• Technical capability will be assessed based on meeting all specifications.

• Price Reasonableness will be conducted in accordance with FAR 12.204(a).

• Past Performance evaluation will use procedures outlined in DFARS 204.7603.

• The Government intends to make one aggregate award but reserves the right to make multiple awards.

• Quotes should be valid for 90 days unless stated otherwise.

• This procurement is under a Total Small Business Set-Aside.

• Offerors must be registered in the System for Award Management (SAM) and provide Unique Entity ID, Cage Code, and Federal Tax ID Number.

• Questions will be accepted via email up to 24 hours after the RFQ posting; no phone questions will be accepted.

• Any associated prepaid shipping costs must be identified in the quote and will be evaluated as part of the overall price.

• FOB Destination pricing is preferred for Andersen Air Force Base, Guam.

• The document incorporates numerous FAR and DFARS provisions and clauses by reference.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide portable toilet (POJ) rental and service support during exercise Valiant Shield 2603 at the CALA, Andersen Air Force Base, Guam.

• Provide portable toilet rental and service support from June 11 to July 8, 2026.

• Deliver three (3) Porta-Johns to Hanger 40001 at CALA, Andersen Air Force Base.

• Coordinate drop-off location with the contractor.

• Provide cleaning services every other day.

• Replenish toilet paper.

• Provide one western-style toilet and one urinal per unit, including toilet paper and hand sanitizer.

• Ensure facilities are continuously monitored for cleanliness and sanitation.

• Check portable sanitary facilities at least every other day for cleanliness, grey water disposal, and toilet paper restocking.

• Maintain an inspection checklist inside each unit.

• Provide daily preventive maintenance and 24-hour maintenance support for leaks.

• Period: June 11, 2026 – July 8, 2026

• Location: CALA, Andersen Air Force Base, Guam

• Contractor shall furnish all labor, supervision, tools, materials, vehicles, equipment, and transportation.

• Dispose of waste in accordance with all applicable laws and regulations.

• Contractor shall maintain equipment according to manufacturer's recommendations and local safety requirements.

• Provide replacement equipment if Government loses use of equipment for more than 24 hours due to maintenance.

• Contractor is responsible for all transport fees.

• Contractor shall comply with local procedures, laws, and regulations, including health protection orders.

• Contractor may be required to work during holidays.

• Government is not responsible for acts of God or normal depreciation of equipment.

• Contractor must coordinate with the Contracting Officer for any changes to requirements.

• Contractor is responsible for providing identification for base access; Government coordinates base passes.

• Services must be accepted by the Government.

• Equipment must be delivered safely and in accordance with the PWS.

• Maintenance must be performed effectively.

• Surveillance will include customer feedback, Contracting Officer/Government Point of Contact surveillance, or feedback of work completed.

Performance Work Statement (PWS)

To provide assorted heavy equipment support for VMFA-242 VALIENT SHIELD 2603 at Anderson Air Force Base (AAFB), Guam.

• Provide heavy equipment support on an as-needed basis from 10 June through 8 July 2026.

• Specific equipment required includes:

  • One (1) 6k lb forklift (No Driver) for VMFA-242, located at North Ramp, Bldg 40001.
  • One (1) 10k lb forklift (No Driver) for VMFA-242, located at North Ramp, Bldg 40001.

• Equipment must meet specific requirements:

  • DD 626 "Motor Vehicle Inspection Hazardous Materials" sticker/certification.
  • One (1) 10lb fire extinguisher (10-B:C rating or multi-purpose 2-5 A/10-B:C).
  • Capability for posting explosive material placarding (CFR and DOT compliant).

• Additional services include refueling, preventive maintenance, and 24-hour maintenance support for mechanical issues.

• Forklifts must be in sound mechanical condition, meet safety laws (DOD and country-specific), and be suitable for intended use.

• Period: 10 June 2026 through 8 July 2026.

• Location: Anderson Air Force Base (North Ramp), Guam.

• Contractor is responsible for all fees, transport, and maintenance.

• Maintenance must adhere to manufacturer's recommendations.

• Replacement equipment must be provided if Government loses use of equipment for over 24 hours.

• Contractor must comply with local procedures, laws, and regulations, including health protection measures.

• Contractor may be required to work during local and US holidays.

• Government is not responsible for damages beyond normal depreciation, except for negligence.

• Contracting Officer is the sole authority for contract changes.

• Government will coordinate base passes for contractor drivers and vehicles.

• Services performance standard met when requirements in PWS 2.0-2.1 are accepted by the Government.

• Maintenance performance standard met when requirements in PWS 5.0 are accepted by the Government.

• Acceptance Quality Level: Acceptable performance is met when 100% of equipment is delivered safely in accordance with PWS.

• Surveillance: Customer feedback, Contracting Officer/Government Point of Contact surveillance, or feedback of work completed.

• Performance Measure: Accordance with PWS.
