Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for truck and equipment services in support of the 1st LAAD BN VALIENT SHIELD 2603 at Anderson Air Force Base (AAFB), Guam.

• Porta-john Services: Provide porta-johns with cleaning services for the period of 15 June through 8 July 2026 at Northwest Field and Mason Range.

• Dumpster Services: Provide dumpster services with trash pick-up for the period of 15 June through 5 July 2026 at Mason Range. Dumpsters must have a minimum storage of 6 cubic meters, with emptying services on Mondays, Wednesdays, and Fridays.

• Generator Services: Provide 35KW portable, fuel-powered generators with re-fueling services on demand from 10 June through 5 July 2026 at Mason Range. Generators must include circuit breaker protection, extension cords, and power boards.

• Porta-johns: Facilities must be continuously monitored, clean, and sanitary. Cleaning and waste removal are required, with inspection checklists maintained. Toilet paper and hand sanitizer must be supplied.

• Dumpsters: Daily service and pick-up on the last day of service. Proper disposal of trash, garbage, and waste is required. Segregation of waste may be necessary. Hazardous and medical waste must be handled separately.

• Generators: Must provide uninterrupted power and be delivered with a full tank of fuel. Contractor is responsible for refueling and repair/replacement services.

• General: Performance standards for services are detailed in Section 12.0 (Performance Requirements Summary), with an Acceptance Quality Level of 100% of equipment delivered safely in accordance with the PWS.

• Overall Period: 10 June through 8 July 2026.

• Locations: Anderson Air Force Base, Guam (Northwest Field and Mason Range).

• Maintenance: Contractor is responsible for all scheduled and unscheduled maintenance of supporting equipment, including parts and labor, at no additional cost. Replacement equipment must be provided if Government loses use for over 24 hours.

• Supplies & Equipment: Contractor-furnished supplies, services, and equipment are required. Government-furnished equipment will not be available.

• Compliance: Adherence to local procedures, laws, regulations, and health protection orders is mandatory.

• Coordination: Local contractor coordination will be managed by the Contracting Officer. Base pass coordination is the responsibility of the US Government, but the contractor must provide necessary identification.

• Liability: The U.S. Government is not liable for acts of God or normal depreciation of equipment. Contractor is liable for damages resulting from negligence.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, specifically for VS 26 BLS, Porta-Johns with cleaning services, Dumpster Services with trash pick-up, and a 35KW Generator with re-fueling. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. The procurement is set aside for Total Small Businesses under NAICS code 562111.

• Rental of Porta-Johns with cleaning services at Andersen Air Force Base, Guam (North-West Field) from June 15, 2026, to July 8, 2026 (2 units).

• Rental of Porta-Johns with cleaning services at Andersen Air Force Base, Guam (Mason Range) from June 15, 2026, to July 8, 2026 (7 units).

• Rental of Dumpster with trash pick-up services at Andersen Air Force Base, Guam (Mason Range) from June 15, 2026, to July 5, 2026 (1 unit).

• Rental of a 35KW Generator with re-fueling services at Andersen Air Force Base, Guam (Mason Range) from June 10, 2026, to July 5, 2026 (1 unit).

• Performance Work Statements (PWS) are attached for detailed requirements.

• The contract award will be made in aggregate.

• Quotes should be valid for 90 days.

• FOB Destination pricing is preferred at Andersen Air Force Base, Guam.

• Offers must be submitted via email to adrian.p.powell@usmc.mil no later than the posted Response Date.

• Questions will be accepted via email up to 24 hours after RFQ posting; no phone questions will be accepted.

• Evaluation factors include Technical, Price, and Past Performance.

• Technical capability will be assessed based on meeting all specifications.

• Price Reasonableness will be evaluated based on the total quoted price, including shipping.

• Past Performance will be evaluated per DFARS 204.7603.

• The Government intends to make one aggregate award but reserves the right to make multiple awards.

• ONLY OPEN MARKET PRICING WILL BE CONSIDERED
