Scope of Work

The Eradication Advisor will support INL Bogota's Organized Crime and Counternarcotics (OCCN) Division by advising the Government of Colombia (GOC) on illicit crop eradication operations, including manual, ground-spray, and drone-spray methods. Key responsibilities include assisting the Ministry of Defense and Colombian National Police (CNP) to bolster eradication effectiveness, coordinating with various GOC ministries and U.S. Embassy stakeholders, and advising on training and equipping security forces. The advisor will also serve as the primary operational advisor to OCCN, optimize INL Bogota programs (aviation, ISR, logistics), and manage Project HONOR, which supports re-employment of Colombian veterans wounded in counternarcotics operations. Additional duties involve preparing required reporting, administering and monitoring funds, establishing internal management controls, participating in End-Use Monitoring, and briefing dignitaries.

Minimum Qualifications

Applicants must be U.S. citizens with the ability to obtain and maintain a Secret level security clearance (Top-Secret may be required). Required experience includes a Bachelor's degree and 10 years of related experience, or a Master's degree and 8 years of related experience, in policing, law enforcement, security, and counter-narcotics. A minimum of five years of experience in Colombia or other Latin American countries managing bilateral/multilateral programs is essential. Candidates must demonstrate project management experience in Latin America, professional proficiency in Spanish, and knowledge of illicit crop eradication programs, military/police training, command communications, intelligence, and logistics management.

Evaluation Factors

  • Factor 1: Work Experience (30 points) - Demonstrated experience in developing, coordinating, and implementing support programs for foreign security forces, with overseas Department of State experience preferred.
  • Factor 2: Program Experience (20 points) - Experience in preparing budgets, SOWs, procurement, and overseeing/evaluating security training and logistics programs, particularly in eradication/crowd control.
  • Factor 3: Management and Communication Experience (20 points) - Ability to communicate effectively, orally and in writing, in both English and Spanish.
  • Interview Performance (30 points)
