Statement of Work (SOW)

To provide a technical refresh and partial installation of the teamSENTINEL system and associated peripheral equipment for the Joint Interagency Task Force South (JIATFS).

• Survey sites to develop installation plans.

• Prepare, deliver, test, and install High Frequency Direction Finding equipment and workstations.

• Install collection equipment for Remote Collection Facilities (RCF) at partner sites.

• Install equipment at Remote Operations Facilities (ROF).

• Provide electronic equipment manufactured to Defense Standardization Program military specifications.

• Annotate three-dimensional printing processes and list organic treatment coatings used in manufacturing.

• Perform system maintenance, refresh, and sub-component replacement.

• Conduct installation, integration testing, virtual support, and travel.

• Base period of performance is one year, with four option years.

• Work will be performed in El Salvador, Nicaragua, Puerto Rico, Caribbean areas, California, Texas, Mississippi, and Florida.

• Contractor employees must be medically, dentally, and psychologically fit.

• Security clearance requirements are in place due to work locations.

• Contractor shall furnish all required labor, supervision, equipment, licenses, and certifications.

• Contractor is responsible for any lost or damaged Government property due to negligence.

• Installation hours are Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding Federal holidays and government-directed closings.

• A firm-fixed-price contract will be awarded.

• Delivery date for each assembly is 365 calendar days from the date of award.

Justification Review Document (Sole Source)

This document provides the justification for a sole-source procurement of ESPY HF/DF Monopole Antenna Array, team SENTINEL HF/DF Sensor, maintenance, virtual support, and partial installation services. The procurement is conducted under FAR Part 13 Simplified Procedures for Certain Commercial Items, citing authority Title 41 U.S.C. §1901(e)(2) as implemented in FAR 13.501(a)(1)(ii).

• End-of-Life replacement, system sustainment, and virtual support for High Frequency detection and monitoring systems.

• Installation of associated workstations.

• Provision of system field engineers for installation, integration testing, and acceptance.

• Support for Remote Collection Facility (RCF) at partner sites and Remote Operations Facility (ROF) in Florida.

• Contract Type: Firm Fixed Price (FFP)

• Contractor: ESPY Corporation

• Period of Performance: March 29, 2026, through March 28, 2031 (base year plus four option years), with a 6-month extension under FAR 52.217-8.

• Funding: Operations and Maintenance Army (OMA) funds.

This document is a justification for a sole-source procurement, not a solicitation. Therefore, there are no proposal submission instructions or evaluation criteria for bidders.

This procurement is conducted on a sole-source basis due to the proprietary nature of the ESPY Corporation equipment and the need for compatibility with existing interagency systems. No set-aside is applicable.

• The ESPY Corporation system is proprietary and currently in use by multiple government agencies.
• The Joint Interagency Task Force South (JIATFS) requires this system for continuity of operations and to meet evolving security requirements.
• Market research has been conducted, and no other sources have expressed interest to date.
