This notice is for market research purposes only to identify capable Indian-owned economic enterprises (large or small) that can fulfill a government requirement for establishing a community outreach program at the Northern Navajo Medical Center (NNMC). The program would involve coordinating local community engagement events, patient advisory committee meetings, and resident physician educational sessions to support accreditation requirements for the Family Medicine Residency Department.

• This is NOT a solicitation. Information gathered will inform the acquisition strategy, including competition and set-asides.

• The applicable NAICS code is 561320 Temporary Health Services, with a small business size standard of $34M.

• Interested parties must submit a response by Friday, April 24, 2026, at 12:00 PM MDT.

• Responses are purely voluntary, and the government assumes no financial responsibility for costs incurred.

• The government will consider responses for Buy Indian Act opportunities first, then for set-aside programs under the Small Business Act.

• Companies must be registered in the System for Award Management (SAM.gov).

1. Company Profile: UEI, Name, Address, Primary POC, business size and ownership type, socio-economic status (e.g., 8(a), WOSB, SDVOSB, HUBZone), Native American ownership identification, SAM.gov representations and certifications.
2. Capability Statement: A brief statement of the company's capability related to the requirement, potentially including past performance history and established contracts (GSA, VA Schedule, etc.).
3. Indian-owned Enterprises: Indian-owned Small Business Economic Enterprises (ISBEEs) and Indian-owned Economic Enterprises (IEEs) must submit a completed IHS IEE Representation Form.

• Eligibility Period: The enterprise must meet the definition of an "Indian Economic Enterprise" at the time of offer, contract award, and throughout the contract performance period.
• Notification Requirement: Contractors must immediately notify the Contracting Officer if they no longer meet eligibility requirements.
• Documentation: Contracting Officers may require documentation of eligibility, and awards may be subject to protest.
• Registration: Successful offerors must be registered in the System of Award Management (SAM).
• Penalties: False or misleading information is a violation of law and punishable under 18 U.S.C. 1001 and 31 U.S.C. 3729-3731, 18 U.S.C. 287.
• Representation Section: Offerors must indicate whether they meet the definition of an "Indian Economic Enterprise" with "Indian Ownership."
• Required Fields: Name of Federally Recognized Tribal Entity, Name of the 51% owner of IEE Firm, Business Name, DUNS Number, Certifying Signature, and Print Name.
