Opportunity Details

Scope of Work (from Draft SOW): The contractor will provide technical engineering services for NRL Code 8124's R&D equipment, ensuring operational readiness. This includes preventative maintenance, machine shop operations, support for various parabolic antenna systems (1m to 30m), RF subsystems (10 MHz to 31 GHz), network infrastructure, telecommunications, climate control systems, Uninterruptible Power Supply (UPS), backup generators, facility access control, and Closed-Circuit Television (CCTV) systems. Specific tasks involve fabrication, modification, installation, testing of controls, tower maintenance, fiber optic network maintenance, and support for SCIF facilities and Computer Room Air Conditioning (CRAC) systems.

Key Equipment Supported: Includes products from L3 Datron, Viasat, and General Dynamics SATCOM Technologies Inc.

Contract & Timeline

Type: Sources Sought (RFI). NRL anticipates a Level of Effort contract, potentially on a Cost-Plus Fixed Fee (CPFF) or Firm Fixed Price (FFP) basis, with the draft SOW indicating FFP. This determination will be based on market research. Duration: Five years total (one 12-month base year and four 12-month option years), from September 1, 2026, through August 31, 2031. Required Qualifications & Deliverables

Personnel Qualifications (from Draft Personnel Qualifications): Key personnel include Radio Frequency & Microwave Systems Technicians (25+ years experience, 20 years climbing), Electromechanical Specialists (10+ years experience, 10 years climbing), and Modelmakers (10+ years experience, 6 years machinist apprentice, capable of 0.0005-inch tolerance). Antenna Support Personnel (5+ years experience, 2 years climbing) are also required. All personnel must maintain current OSHA certifications for forklift operation and working from heights.

Contract Data Requirements List (CDRL): Includes Monthly Cost and On-Site Labor Reports (Data Item A001) and Formal and Informal Technical Reports and Documents (Data Item A002).

Past Performance: Provide a list of DoD, DoN, or Federal contracts supported in the past 24 months with similar efforts to the draft SOW.
