Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the technical engineering services required to support the Naval Research Laboratory's (NRL) Code 8124, Advanced Operations Section, at its Pomonkey (CONUS) and OCONUS facilities. The goal is to support the design, development, implementation, troubleshooting, and maintenance of R&D equipment for operational readiness.

• Provide technical engineering services for NRL Code 8124's R&D equipment.

• Support design, development, implementation, troubleshooting, and maintenance.

• Assess, improve, and perform preventative maintenance on antenna systems and related support equipment.

• Recommend additional material, equipment, and improvements.

• Maintain a machine shop at both Pomonkey and OCONUS facilities for precision metal working and emergency repairs.

• Provide technical engineering support for projects utilizing NRL Code 8124 antenna assets, including 30-meter FMLA, 7.5-meter, 9-meter, and 3-meter parabolic tracking antennas, as well as transportable systems and OCONUS antenna systems.

• Perform fabrication, modification, installation, and testing of position controls and fixtures.

• Modify and improve permanent antenna systems and transportable antenna systems instrumentation facilities.

• Provide maintenance support for antenna systems, including logbook maintenance, preventative maintenance (monthly, quarterly, semi-annual, annual for CONUS; bi-annual for OCONUS), waste oil management, pressure washing, and painting.

• Perform tower maintenance on the 120-foot UHF tower.

• Maintain, test, repair, and upgrade the fiber optic network.

• Maintain the Pomonkey Facility's IP-based Avaya telephone system.

• Design, implement, maintain, and troubleshoot power back-up systems and generators.

• Provide implementation, maintenance, and troubleshooting support for antenna systems and control facilities.

• Provide implementation, maintenance, and troubleshooting support for various size radomes, including ventilation and dehumidification systems.

• Provide maintenance and support for the IP-based Closed-Circuit Television (CCTV) system.

• Provide maintenance and development support for the facility access system.

• Provide maintenance and support for special projects related to physical and system accreditations for SCIF facilities.

• Provide design, implementation, troubleshooting, and maintenance for computer room air conditioning (CRAC) systems.

• Preventative maintenance to be performed on a timely basis (within +/- 10 days for CONUS).

• OCONUS preventative maintenance to be performed bi-annually.

• Critical failures at Pomonkey facility to be addressed within a 24-hour timeframe.

• OCONUS facility failures to be addressed at the earliest possible date.

• Contractor must maintain current OSHA certifications for forklift operation and working from heights.

• Quality Assurance Surveillance Plan will be used to evaluate contractor performance.

• Period of Performance: One (1) Base Year (1 Sep 2026 - 31 Aug 2027) and four (4) 12-month option years (through 31 Aug 2031).

• Place of Performance: Primarily at NRL Code 8124 Pomonkey facility (La Plata, MD) and the NRL Code 8124 OCONUS facility (at least four trips per year).

• Contractor must have experience with forklift operation and working from heights.

• Contractor must maintain current OSHA certifications for forklift operation and working from heights.

• Contractor must provide and utilize OSHA-approved safety equipment.

• Contractor must have experience with the integration of American Air Filter (AAF) Tri-Stage Filter units and Desert Aire dehumidifiers.

• Contractor must be capable of machining parts to a tolerance of 0.0005 inches.

• Contractor must be experienced with interpreting results of Code 8124 celestial calibrations.

• Contractor must provide all supplies, equipment, facilities, and services not listed in tasks 2.1 through 2.4.

• Contract type: Firm Fixed Price.

This document provides the anticipated distribution of direct labor hours by labor category for the maximum level of effort. It is intended to guide offerors in preparing their cost proposals.

• Labor Categories: Electromechanical Specialist, RF & Microwave Technician, Model Maker, and Antenna Support Personnel.
• Contract Type: CPFF or FFP (Cost Plus Fixed Fee or Firm Fixed Price).
• Site: On-Site.
• Hours: Anticipated hours are detailed for both regular and overtime (O/T) for each labor category.
• Periods of Performance: Data is provided for Base Year (1 SEP 2026 – 31 AUG 2027) and four Option Years (1 SEP 2027 – 31 AUG 2028, 1 SEP 2028 – 31 AUG 2029, 1 SEP 2029 – 31 AUG 2030, and 1 SEP 2026 – 31 AUG 2031).
• Total Hours: 8,610 hours per year.

Offerors must use this distribution to prepare their cost proposals. If an offeror uses different labor category terminology, they must provide a matrix relating their proposed categories to those listed in this document.

• Modelmaker: Requires 10+ years of experience as a modelmaker/designer/fabricator, plus 6 years as a machinist apprentice. Must have broad knowledge of mechanical, electromechanical, and hydraulic principles and be proficient with machining equipment (lathes, mills, etc.). Must be capable of working to a tolerance of 0.0005 inches.

• Antenna Support Personnel: Requires 5+ years of experience in antenna construction, including structural steel fabrication and welding, and 2 years climbing towers. Must have knowledge of mechanical and electrical construction principles for antenna tracking systems.
