Statement of Work (SOW) / Performance Work Statement (PWS)

To provide healthcare housekeeping (HEC) and linen services that prioritize infection control and optimize cleaning practices to support the mission of Landstuhl Regional Medical Center (LRMC), the USA MEDDAC Bavaria (MEDDACB), and their associated outlying health, dental, and veterinary clinics in Germany.

• Healthcare Environmental Cleaning (HEC) services, including cleanliness, disinfection, and aesthetic maintenance of public and patient care spaces.

• Linen Laundry Services.

• Regulated Medical Waste (RMW) Services.

• Management activities including planning, scheduling, cost accounting, report preparation, record keeping, quality control, and performance management.

• Performance shall meet or exceed Acceptable Quality Levels (AQLs) defined in Part 8 of the PWS.

• Key metrics include Overall Cleaning Efficacy (≥ 97%), Overall Service Call Response (≥ 97%), Overall Contingency Cleaning (≥ 97%), and Deliverables (≥ 95%).

• Monthly inspection reports and written monthly reports of inspection activities, results, and corrective actions are required.

• The contract includes a 30-day phase-in ordering period followed by five service ordering periods.

• Phase-in Ordering Period: 01 SEP 2026 to 30 SEP 2026

• Ordering Period 1: 01 OCT 2026 to 30 SEP 2027

• Ordering Period 2: 01 OCT 2027 to 30 SEP 2028

• Ordering Period 3: 01 OCT 2028 to 30 SEP 2029

• Ordering Period 4: 01 OCT 2029 to 30 SEP 2030

• Ordering Period 5: 01 OCT 2030 to 31 SEP 2031

• Performance Locations: Landstuhl Regional Medical Center (LRMC) and its outlying clinics, Rhine Ordinance Medical Center (ROBMC), and USA MEDDAC Bavaria (MEDDACB) and its outlying clinics.

• Services are non-personal services.

• Contractor personnel (CSP) must meet specific health, training, and security requirements, including background checks and immunizations.

• A designated on-site Executive Housekeeper (EH) with specific certifications and experience is required.

• Compliance with numerous applicable publications, regulations, and standards (e.g., OSHA, HIPAA, AHE, CDC, TJC).

• Development and maintenance of a Quality Control Plan (QCP) and a Procedure Manual.

• Specific requirements for handling Regulated Medical Waste (RMW) and Linen Laundry.

• Contractor must provide all necessary cleaning products, consumable supplies, and equipment.
