Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to provide a portable charging solution to support the Marine Barracks Washington (MBW) Motor Transportation Platoon's mission, which includes planning and coordinating transportation for high-visibility events.

• Provide a portable 100 kW generator and a direct current (DC) EV charger with a minimum 60 kW output, compatible with MCI J4500E Charge buses.

• Ensure the charger and generator meet environmental requirements for operation on DOD installations.

• Cover all logistical requirements, including shipment, installation, on-site start-up, and commissioning of the equipment.

• Provide basic operator training.

• Maintenance technicians must have military base access for routine and emergency maintenance.

• The equipment must be capable of charging the specified EV buses to full capacity in a timely manner.

• Period of Performance: All equipment to be delivered no later than 60 days after the contract date.

• Place of Performance: Joint Base Anacostia-Bolling (JBAB), 2874 Defense Blvd, Bldg 400A, Washington, DC 20373.

• Maintenance technicians require military base access.

• An attachment, "MCI J4500 Charge Brochure," is referenced.

• Government Technical Point of Contact (TPOC) information will be provided at the time of award.

CLIN 0001: Level 3 Electric Vehicle Charger

CLIN 0002: Diesel Generator

  • Power Output: 100 kW-150 kW
  • Fuel Type: Diesel #2
  • Fuel Capacity: 50-100 gal. (or large capacity for fewer interruptions)
  • Mounting: Trailer mounted preferred
  • Engine: Clean running EPA certified
  • Voltage Options: 480/277V three phase
  • Fuel Service: If trailer mounted, MBW will use GSA fuel card; if not trailer mounted, on-call refueling services are required.
  • Maintenance Services: Preventative maintenance (every 500 hours or 365 days), mobile technicians for emergency maintenance.

Country of Origin: Must be manufactured in the U.S.A. or compliant with DFARS clause 252.225-7036.

Incidental Services: Equipment delivery, installment, startup, customer training, and pickup are included.
