Solicitation / RFP / RFQ

This Request for Quotes (RFQ) is for an EV van charger station project. The U.S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. Award will be based on initial proposals, with potential for discussions if needed.

• Construction of a new facility for EV van charging in a parking area at the Rajdamri Compound.

• New parking spaces will be covered and accommodate two EV vans.

• Includes EV charger system installation.

• Detailed work requirements are provided in Section B (Scope of Work) and a drawing package.

• Work includes site preparation, demolition, earth work, structural work, miscellaneous work, overhead, profit, and DBA insurance.

• Specific requirements include:

  • Site survey and verification.
  • Construction services, management, and professional design.
  • Construction sequence planning.
  • Provision of technical information and shop drawings.
  • As-built drawings upon completion.
  • Temporary fencing and site protection.
  • Excavation and protection of underground utilities.
  • Installation of driven concrete piles.
  • Structural works compliant with design drawings.
  • Metal roof sheet installation.
  • Hot-dip galvanized steel structure members.
  • Specific reinforcing steel requirements.
  • Electrical installation conforming to NE Code or EIT standards.
  • Installation of underground work, DP-EV/VAN panel, and wall chargers.
  • Modification of FDP-WH2 load panel.
  • Site restoration to original conditions.
  • Disposal of removed items.
  • Site cleanliness and clearing.
  • Compliance with EM385 1.1 Standard for Construction and OSHA 1926.
  • U.S. safety standards and personal protection equipment.

• Contract Type: Firm-fixed price.

• Duration: 30 calendar days.

• Estimated Price Range: Less than $25,000-$100,000.

• Performance/Payment Protection: 20% of contract price.

• Insurance: General Liability (Bodily Injury and Property Damage) with specified minimum amounts.

• Quotations are due by 4:00 PM Bangkok local time, May 15, 2026.

• Submissions must be in English.

• Quotations must be submitted electronically to Pinlaorp@state.gov with a specific subject line.

• Accepted file formats: MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf).

• File size must not exceed 30MB; multiple files must be sent in separate emails.

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible quoter.

• This RFQ is not a small business set-aside.

• Offerors must be technically qualified and financially responsible.

• Offerors must be able to understand written and spoken English.

• Offerors must have an established business in Thailand or plan to establish one within 30 days of award.

• Proof of SAM registration is required.

• Prior construction experience with references is required.

• Necessary personnel, equipment, and financial resources are required.

• Offerors must possess all required local licenses and permits.

• Offerors must meet local insurance requirements.

• Ability to obtain performance security (bonds, irrevocable letters of credit, etc.) is required.

• No adverse criminal record or political/business affiliation contrary to U.S. interests.

• A mandatory site visit is scheduled for April 30, 2026, at 10:30 AM at 33 Rajdamri Road, Lumpini, Pathumwan, Bangkok 10330.

• Information for personnel attending the site visit must be submitted by April 28, 2026, noon Bangkok local time.

• Questions must be submitted no later than 4:00 PM Bangkok local time on May 4, 2026, via email to Pinlaorp@state.gov.

• Offerors shall be registered in the SAM database prior to proposal submission. Failure to register may result in a non-responsive proposal.

• Security clearance process is mandatory for all personnel working onsite.

• Specific clauses are incorporated by reference, including those related to FAR, Buy American, and telecommunications restrictions.
