This document is a market research questionnaire intended to gather information from potential vendors regarding an "Evaluation Management System" (EMS). It is not a commitment or obligation by the Government. Responses are required to be considered a viable source.

• Company Information: Legal name, Point of Contact (POC), Email, Phone, UEI#, Cage Code, SAM registration status and exclusions, NAICS code, Business Size, Socio-Economic Category, and GSA contract number (if applicable).
• Past Experience: A section to list past experience providing similar services with the Federal government, including contract numbers, agency, and POC details. (Note: Past experience is not required for consideration).
• Service Information: Includes fields for "Price per unit" and desired "line item structure" (unit of measure for invoices).
• Technical Questions: Detailed questions about the capabilities of a firm's EMS, including data collection, reporting, dashboard functionality, scoring, integration with other systems (ITM), data migration capacity (over 20 billion records), and data entry methods (electronic and paper scannable).

This questionnaire is crucial for potential bidders to understand the Government's interest in an Evaluation Management System. Completing it fully and accurately will allow the Government to assess market capabilities and potentially inform future solicitations. Bidders must provide detailed information on their company, past performance, pricing structure, and the technical capabilities of their EMS to be considered a viable source. Statement of Work (SOW) / Performance Work Statement (PWS)

The IRS Human Capital Office requires an Evaluation Management System (EMS) to assist the Service-wide Learning & Education (SL&E) community in developing and delivering training evaluations, capturing training evaluation data, and reporting on the effectiveness of training programs. The current system does not adequately measure training impact.

• Provide a commercial off-the-shelf (COTS) Evaluation Management System (EMS).

• The EMS must design, deliver, analyze, and report Levels 1-4 training evaluation data.

• The system must integrate with other IRS data and financial systems (e.g., ITM System) without modification.

• It must be accessible to all Servicewide Learning and Education employees and all IRS employees (approx. 100,000).

• Accommodate various access levels (read only, read/search, read/search/input/edit).

• Work with data feeds and imports from other IRS training systems.

• Include a reporting tool compatible with IRS software (MS Office Suite/Adobe PDF).

• Support Level 1 through Level 4 evaluations for approximately 24,000 courses/curricula annually.

• Process 300 paper Level 1-4 training evaluation forms per year.

• Process 35,000 electronic Level 1-4 training evaluation forms per month.

• The system must be user-friendly, 508 compliant, and include a help function, job aids, and prompts.

• Provide Level 1 through Level 4 evaluation data storage, accessibility, and query capabilities.

• Generate reports and dashboards, including graphic and statistical representations.

• Identify and flag problem areas (e.g., items above or below one standard deviation).

• Align with IRS record retention policies.

• Base Period: March 1, 2026 - February 28, 2027

• Four Option Years extending through February 28, 2031.

• Performance will be at the contractor's facility.

• No travel will be required.

• Contractor shall provide 80 hours/month of Level 1-4 training evaluation consulting support.

• Contractor shall provide 80 hours/month of administrative support (project management, ad hoc reporting, analysis).

• Contractor shall provide 280 hours of development support annually (plus 500 hours in the base year for custom Level 4 functionality).

• Contractor shall provide 8 training sessions/webinars annually.

• Contractor shall host the FedRAMP compliant, web-based system.

• Contractor shall provide a dedicated Help Desk function.

• Contractor shall meet with IRS STEP team to develop a baseline project plan.

• Coordinate with IRS IT and IRSU Technology organizations.

• Demonstrate system capabilities at no cost to the IRS.
