Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Federal Bureau of Investigation (FBI) is conducting market research through a Request for Information (RFI) to evaluate mobile device security using a wireless access method. This effort seeks industry feedback on commercial solutions or capabilities to develop a prototype under an Other Transaction Agreement (OTA). Responses are due February 25, 2026.
Purpose & Scope
The FBI aims to assess the security posture of commercial mobile devices operating via local wireless technologies. The prototype capability should determine if wireless access can circumvent security measures. Testing will involve one device at a time, at a single location. Applicable wireless protocols include WiFi, Bluetooth, NFC, and UWB (excluding cellular). USB-based access is out of scope. Both Android and iOS operating systems are in scope, but MTE based iPhones are not. Modifications to hardware, firmware, or software are permitted for testing and development, but not for the final prototype. The FBI is not interested in 5G/LTE protocol level attacks or electromagnetic fault injection.
Contract & Timeline
This RFI is for market research and planning purposes only; it does not constitute a solicitation or commitment to procure services. The potential acquisition approach for the prototype OTA is still being assessed.
- Type: Request for Information (RFI) / Sources Sought for a potential Prototype Other Transaction Agreement (OTA).
- Response Due: February 25, 2026, 5:00 PM ET.
- Published: February 16, 2026.
- Funding: Not yet identified.
- Contract Terms: The OTA will feature commercial-leaning terms, emphasizing flexibility, streamlined execution, and collaborative risk. Allocation of rights will be shaped collaboratively, and price analysis will use commercial practices.
Eligibility & Submission
Both traditional and non-traditional vendors are welcome to respond. Past performance with the FBI or other DOJ components may be considered but is not a prerequisite. Interested parties should submit a white paper, including a cover letter and technical approach. All submissions must be unclassified.
