Quick Summary
The General Services Administration (GSA) Federal Acquisition Service (FAS) Assisted Acquisition Services (AAS) Region 4 has issued an Exception to Fair Opportunity (EFTO) justification for a bridge contract to support US Air Force Central (USAFCENT) Integrated Joint Special Technical Operations (IJSTO) Support. This limited-source award will go to the incumbent, Great Hill Solutions, LLC, to prevent a lapse in critical services. The long-term plan is a competitive award under the OASIS+ GWAC.
Scope of Work
The contractor will develop and maintain Special Access Program (SAP) integrated Operational Plans for various contingencies within the USAFCENT Area of Responsibility (AOR). This requires highly qualified and specialized personnel with expertise in:
- Program management
- Operational employment of airpower and joint operations
- Special Operations Force (SOF) integration
- Intelligence and logistics
- Air Operations Center (AOC) operations
- Deliberate and contingency planning
- Operational employment of air combat weapons systems
Support is required for Headquarters USAFCENT, deployment locations, and subordinate units. Personnel must possess Top Secret/Sensitive Compartmented Information (SCI) clearance and experience with the Joint Operational Planning and Execution System (JOPES).
Contract & Timeline
- Type: Bridge Contract (Firm Fixed Price task order with Direct Reimbursement CLINs for labor and travel)
- Duration: Up to nine (9) months (one 6-month base period + three 1-month option periods)
- Set-Aside: Limited-source to incumbent (Great Hill Solutions, LLC)
- Product Service Code: R499 (Other Professional Services)
- Place of Performance: Charleston AFB, SC, and deployment locations/subordinate units
- Published Date: March 24, 2026
Evaluation
This is an exception to fair opportunity, restricting competition to the incumbent contractor. A Request for Quote (RFQ) will be issued to Great Hill Solutions, LLC. Fair and reasonableness of pricing will be determined through a price analysis comparing the quote to previously negotiated rates, the Independent Government Estimate (IGE), and rates of other contractors.
Additional Notes
This bridge contract is necessitated by an "unusual and compelling urgency" as the current contract ends on March 14, 2026. A new competitive acquisition for these services is planned, with a solicitation issuance anticipated in May 2026 and an award no later than December 2026 under the OASIS+ GWAC, Management and Advisory Domain. An official posting will be made on SAM.gov within 14 days after placing the order for a minimum of 30 days.
