Contract Details
This is a Combined Synopsis/Solicitation for a single-award, Firm-Fixed-Price (FFP) contract with a Cost-Reimbursable CLIN for travel. The period of performance includes a one-year base period and four (4) one-year option periods. The anticipated award date is July 17, 2026, with performance starting immediately upon award. The total estimated value for the base year and all option years is $250,000, primarily allocated to the travel CLIN ($50,000 per year). Submission Requirements
Proposals must be submitted via email by July 1, 2026, 12:00 PM CST. Questions are due by June 15, 2026, 12:00 PM CST. Submissions require four volumes:
- Volume I (Scenario-Based Problem Solving & Technical): No price information. Includes written responses to three hypothetical scenarios (max 2 pages each) and details the technical approach, phase-in plan, and key personnel. Two copies (unredacted and redacted) are required.
- Volume II (Past Performance): 3-5 recent and relevant contract references.
- Volume III (Price Proposal): Must use Attachment 0007 - CLIN Structure, including a Not-to-Exceed (NTE) plug of $50,000 for the Travel CLIN.
- Volume IV (Solicitation Documents & Certifications). Offerors must be registered and active in SAM.gov.
Evaluation Criteria
Award will be made using a Best Value Tradeoff process. Evaluation factors, in descending order of importance, are: Scenario-Based Problem Solving, Technical, Past Performance, and Price. Non-price factors combined are significantly more important than price. A rating of "Acceptable" or higher is required for Scenario-Based Problem Solving and Technical factors to be considered for award.
Key Personnel & Compliance
