- CLIN 0001: One (1) Excimer Laser System.
- CLIN 0002: Installation of the system, including testing and all associated travel expenses.
- CLIN 0003: Training for clinical staff on system usage and maintenance, to be completed within five business days of installation, including all associated travel expenses.
Contract Details
This solicitation will result in a Firm-Fixed-Price, FOB Destination Purchase Order. An NMR waiver for Electromedical and Electrotherapeutic Apparatus Manufacturing is applicable. Vendors must be an authorized distributor and submit an Authorized Distributor Letter from the OEM with their quote.
Submission & Evaluation
Offers must be submitted electronically via email to amanda.williams16@va.gov by April 02, 2026, at 12:00 PM CDT. Submissions must consist of two separate parts:
- Priced Response: Includes a signed SF 1449, completed Sections B.1 and B.4, a detailed quote with pricing, and a completed VAAR 852.219-76.
- Non-Priced Response: Includes a technical capabilities statement, past performance data (maximum three references), and proof of SAM registration and SBA Small Business Search verification. Responses will be evaluated based on technical requirement, past performance, and price. Technical capability and past performance are considered significantly more important than price. Failure to complete specified sections or provide the OEM letter will render the quote non-responsive.
Eligibility / Set-Aside
This acquisition is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Only VA verified SDVOSBs listed in the SBA certification database at the time of both solicitation and award will be considered.
