The non-price factors are: Performance Approach, Past Performance, and Socio-Economic Plan. Performance Approach and Past Performance are of equal importance and significantly more important than the Socio-Economic Plan. A rating of less than Acceptable for Performance Approach and/or Socio-Economic Plan will render a quote ineligible. A HUBZone small business price evaluation preference is applicable.
