Quick Summary

The Department of the Navy (DON), on behalf of the Assistant Secretary of the Navy (ASN) for Manpower and Reserve Affairs (MRA) Executive Program Management Office (EMPO), is soliciting quotes for Executive and Emerging Executive Development Plans. This opportunity involves the design and delivery of graduate-level executive leadership education programs for senior DON leaders. The Government intends to award a Firm-Fixed-Price (FFP) Purchase Order contract. Quotes are due by May 8, 2026, at 10:00 AM EST.

Scope of Work

The contractor will design and deliver two customized, graduate/post-graduate level learning programs: the DON Executive Leadership Program (DELP) for SES with less than four years of experience, and the Career Executive Leadership Program (CELP) for SES with more than five years of experience. These programs aim to develop cohesive executive teams, enhance leadership capabilities, and foster self-awareness and collaboration. Services include five-day in-residence program events, graduate-level leadership workshops, and ongoing course-related consultation. The instructional design will utilize the ADDIE Model, incorporating flexible, technology-driven options like webinars and a learning management system. Performance standards require an average score of 4.0/5.0 on program evaluations.

Submission & Evaluation

This is a Request for Quotes (RFQ). Quotes must be submitted electronically to Shanna Harris (shanna.c.harris.civ@us.navy.mil) and Sean Bennett (sean.m.bennett22.civ@us.navy.mil) by May 8, 2026, at 10:00 AM EST. Questions are due by April 29, 2026, at 10:00 AM EST to Shanna Harris. Evaluation will be based on a Best-Value Trade-Off. Non-price factors are considered more important than price.
