Purpose
This Sources Sought Notice is for market research purposes only and is not a solicitation for proposals. The government seeks to identify qualified firms capable of meeting the requirements for OM and EA support services.
Scope of Work
The contractor will provide full-time, daily support at SSP Headquarters (Washington Navy Yard, DC) and the Naval Ordnance Test Unit (NOTU), FL. Services include:
- Office Management Support: Administrative tasks, records management (DTS, Navy Correspondence, SMARTS, SEAS), mail processing, document preparation, file maintenance, meeting/event coordination, calendar management, task prioritization, communication, and security support (requiring SECRET clearance for escort duties).
- Executive Assistance Support: Encompasses all OM tasks, with additional emphasis on extensive experience supporting SES or executive personnel, managing complex calendars, high-volume correspondence, and sensitive information.
- Personnel: Requires 14 Full Time Equivalent (FTE) personnel on-site at Washington Navy Yard and 1 FTE on-site in Florida.
Personnel Requirements
- All personnel must obtain and maintain a SECRET security clearance.
- Office Managers: Associate's Degree (Bachelor's preferred) with 4+ years of administrative experience.
- Executive Assistants: Associate's Degree (Bachelor's preferred) with 6+ years of administrative experience supporting SES or executive personnel.
- Mandatory training in DTS, Records Management, Navy Correspondence, SMARTS, and SEAS.
Contract Details
- Anticipated Contract Type: Firm Fixed Price, Term Contract Line Item Numbers (CLINS).
- Period of Performance (POP): A base year (March 18, 2027 – March 17, 2028) with four (4) one-year option periods.
- Set-Aside: 8(a) Set-Aside (FAR 19.8). SSP encourages small businesses, including veteran-owned, service-disabled veteran-owned, HUBZone, small disadvantaged, and women-owned small businesses, to respond.

Evaluation
