Scope of Work
The contractor shall provide full-time, daily support at SSP Headquarters (SPHQ) in Washington, DC, and Naval Ordnance Test Unit (NOTU), FL. Key services include:
- Office Management Support (CLIN X001 & X002): Administrative support, records management (DTS, Navy Correspondence, SMARTS, SEAS), mail processing, document preparation, file maintenance, meeting/event coordination, calendar management, task prioritization, communication, and security support (requiring a SECRET clearance for escort duties).
- Executive Assistance Support (CLIN X003): Similar administrative and support tasks for SES Leadership, including complex technical correspondence and security support.
Personnel Requirements
- All personnel must obtain and maintain a SECRET security clearance.
- Office Managers: Associate's Degree (Bachelor's preferred) with 4+ years of administrative experience.
- Executive Assistants: Associate's Degree (Bachelor's preferred) with 6+ years of administrative experience supporting SES or executive personnel.
- Proficiency in Microsoft Office Suite and government systems (e.g., Defense Travel System) is required.

- Anticipated Contract Type: Firm Fixed Price, Term Contract Line Item Numbers (CLINS).
- Period of Performance: Base year FY27 (March 18, 2027 – March 17, 2028) with four (4) one-year option periods.
- Estimated Personnel: 14 Full Time Equivalents (FTE) at SPHQ and 1 FTE at a Florida location.
- Set-Aside: 8(a) Set-Aside (FAR 19.8). SSP encourages small businesses, including veteran-owned, service-disabled veteran-owned, HUBZone, small disadvantaged, and women-owned small businesses, to respond.

Submission & Evaluation
Interested firms must submit a White Paper capability statement (not exceeding 5 pages, excluding administrative information) demonstrating qualifications and relevant experience. The White Paper should detail technical approach, key personnel qualifications, staffing plan, past performance, and a quality control plan. Responses will be used for market research to determine industry interest and capability, and to inform potential future set-aside decisions.
