Exhaust Hood and Duct Work Service- Tobyhanna Army Depot

This solicitation is for "Base Wide Duct Work & Exhaust Hood Cleaning" services. The government is procuring these services to ensure proper maintenance and hygiene of kitchen exhaust systems and ductwork across various facilities.

• Kitchen Exhaust Hoods Cleaning: Services for multiple buildings, including Building 1A Cafeteria, Building 4 Bay 3 Cafeteria, Building 11A Cafeteria, Building 335 CDC, Building 221 Teen CDC, Building 2 Bay 3 Cafeteria, Building 103 Reserve Center, and Building 333 Landing. These services are to be performed in accordance with Attachment I - Performance Work Statement.

• Base Wide Duct Work Cleaning: On-call (as needed) cleaning of duct work and associated air handler equipment, also in accordance with Attachment I - Performance Work Statement.

• Compliance: Kitchen exhaust hood cleaning must ensure compliance with NFPA 96 requirements.

• Contract Type: The solicitation outlines a base year with multiple option periods (Year 1 through Year 4) for both kitchen exhaust hood cleaning and duct work cleaning.

• Period of Performance: The base year for kitchen exhaust hood cleaning and duct work cleaning is from May 1, 2026, to April 30, 2027. Option periods extend through April 30, 2031.

• Pricing Arrangement: Primarily Firm Fixed Price for specific locations, with Time and Materials for on-call duct work cleaning. Any effort under the Time and Materials CLINs requires approval from the Contracting Officer's Representative (COR).

• Proposal Submission: Offerors must complete Attachment 2, Pricing Sheet, with a firm fixed price for kitchen exhaust cleaning and a labor rate for duct work and air handling equipment. Offerors are encouraged to submit their best price initially, as the government intends to award without discussions, though discussions may be held if deemed in the government's best interest.

• Evaluation Factors: Offers will be evaluated based on Technical (compliance with PWS, detailed technical submittal, and schedule for hood cleaning), Past Performance (relevance and quality of past contracts), and Price. Options will be evaluated by adding their total price to the basic requirement.

• The acquisition is set aside for Small Business.

• Size Standard: USD 9,000,000.00

• The solicitation incorporates FAR clauses by reference, including those related to contract terms, payment, and representations and certifications.

• Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self) or higher is required prior to award for all contractor information systems processing, storing, or transmitting FCI or CUI.

• Wide Area WorkFlow (WAWF) is the system for electronic invoicing and payment requests.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines requirements for depot-wide, on-call duct work and exhaust hood cleaning services at Tobyhanna Army Depot (TYAD).

• Exhaust Hood Cleaning: Cleaning of eight kitchen areas, including hoods, filters, associated ductwork, and fans. Services are performed on a tri-annual, bi-annual, and annual basis as specified for different buildings. Cleaning involves high-pressure washing and chemical cleaning.

• Duct Work Cleaning: Cleaning of duct work and associated air handling equipment on an "on-call" or "as needed" basis. This includes high-pressure washing and chemical cleaning of coils, fans, and housing; brushing and vacuuming ductwork with HEPA filters; installing and resealing openings; removing and reinstalling diffusers and grills; and defogging the system with dust encapsulant and disinfectant.

• Period of Performance (POP): Twelve (12) months, with the Government reserving the right to exercise four (4) one-year option periods.

• Place of Performance: All systems are located on Tobyhanna Army Depot (TYAD), Pennsylvania.

• Services must comply with National Fire Protection Association (NFPA 96) standards and manufacturer specifications.

• A Quality Assurance Surveillance Plan (QASP) is detailed, outlining performance requirements, measures, standards, and methods of surveillance (e.g., 100% inspection, customer feedback, ratings).

• Reporting includes semi-annual and on-call inspection reports submitted to the Contracting Officer's Representative (COR).

• Site Visit: Potential bidders are encouraged to attend a scheduled site visit.

• Safety: Strict adherence to safety regulations, including OSHA standards, is required. This includes specific requirements for fall protection, electrical safety, confined spaces, and fire prevention.

• Security: Compliance with all installation security regulations, including obtaining access badges, background checks, and adherence to OPSEC (Operations Security) and AT (Antiterrorism) Level I training.

• Environmental: Compliance with environmental regulations regarding air pollution, asbestos, hazardous materials, waste disposal, recycling, and water quality is mandatory.

• Reporting: Semi-annual and on-call reports are required, detailing system conditions and corrective measures taken.
