Justification
CMS conducted market research, including a pre-solicitation notice, which revealed that no other vendor could fully meet the critical requirement for a developed and functioning RBA solution at IAL2 with the necessary customized features. Experian's existing RBA solution has been in use at CMS since September 2022, ensuring continuity and mitigating risk for integrated applications. Changing vendors would incur significant time and expense for CMS applications to adapt to new API formats and processes.
