Quick Summary

The Department of Energy's Brookhaven National Laboratory (BNL) is soliciting proposals for the Experimental Endstation Clean Room Cabin. This opportunity, under full and open competition, seeks a contractor to design, fabricate, and construct a specialized clean room cabin for the Infrared Nanospectroscopy Facility (INF) beamline at the National Synchrotron Light Source II (NSLS-II). The cabin will provide a controlled environment for advanced experiments in quantum computing, information science, and electronic characterization. Proposals are due March 5, 2026.

Scope of Work

The selected contractor will be responsible for the comprehensive design, engineering, material procurement, manufacturing, assembly, delivery, installation, testing, and commissioning of the INF Experimental Endstation Cabin. Key requirements include:

  • A minimum design life of 30 years.
  • Supply of all necessary materials, tools, and equipment for manufacture and installation.
  • Provision of enclosure structures, support structures, and fully-finished wall and ceiling panels.
  • Adherence to the "Technical Specification for the NSLS-II INF Experimental Endstation Cabin" (NSLSII-24IR-SPC-001) and ISO-9001 Quality Assurance standards.
  • Comprehensive documentation, including 2D/3D CAD files, installation drawings, and end-item documentation.
  • Compliance with Environment, Safety, and Health (ES&H) requirements, U.S. electrical safety standards (NFPA70, NRTL approved), and fire safety regulations.
  • Responsibility for unloading, unpacking, moving, installation, surveying, alignment, and floor/wall penetrations at the site.

Contract Details & Timeline

  • Contract Type: Firm Fixed Price, Best Value procurement.
  • Set-Aside: Full and Open Competition.
  • NAICS Code: 236210 (Clean Room Construction), Size Standard: $45.0M.
  • Proposal Submission Deadline: March 5, 2026.
  • Questions Deadline: February 17, 2026.
  • Estimated Award: May 2026.
  • Warranty: A two (2) year warranty against failure and defects from final acceptance is required.

Submission & Evaluation

Proposals must include a Technical Proposal (Volume 1) and a Business/Price Proposal (Volume 2), submitted electronically. Evaluation will be based on a "Best Value" trade-off, with technical factors (Specification and SOW Compliance, Prior Experience and Project Management, Manufacturing and Installation Capabilities, Quality Assurance) being more important than price. Offerors must be registered in SAM.gov and complete required forms such as AMS-Form-050 (Annual Representations & Certifications), a Quotation Pricing Sheet, and a Compliance Matrix Template. Acceptance of the draft contract terms and conditions, including the two-year warranty, must be noted.

Place of Performance

The cabin will be installed at the National Synchrotron Light Source II (NSLS-II) at Brookhaven National Laboratory (BNL) in Upton, NY 11973, United States.
