Scope of Work
The FBI is seeking information on vendors who can supply Explosive Detection Canines with specific characteristics:
- Breed: Labrador Retriever (floppy-eared preferred), male or female (intact).
- Age: 10 to 18 months at the time of pickup.
- Training: Must be imprinted on odor and pre-trained (not "green dogs").
- Temperament: Requires a strong toy drive, physical stamina, environmental stability, ability to work independently, even-tempered, obedient, outgoing, and inquisitive.
- Health: Canines must be physically sound and free from a comprehensive list of health issues, including dental, chronic diseases, gait abnormalities, hip/elbow/shoulder/knee dysplasia, and various other conditions. Vendors must provide health certifications, vaccination records, veterinary records, and a medical guarantee.
- Environmental Stability: Canines must be capable of operating in diverse environments, including stairs, slick flooring, dark rooms, unfamiliar surroundings, noise, and comfortable with vehicle loading/riding.
Contractor Qualifications
This RFI is open to all small and large business concerns under NAICS code 112990 (Live Animals, Not Raised For Food). Respondents should clearly identify their business size and socio-economic status (e.g., Small Business, SDVOSB, HUBZone, WOSB). Companies must demonstrate technical ability, personnel, and experience relevant to providing the requested services/products. Information regarding GSA Schedule availability and applicable SINs should also be provided.
Submission Requirements
- Content: Submit succinct capability packages addressing FBI requirements, assumptions, and innovative approaches. Do not submit proposals, offers, past performance, or requests for award consideration.
- Format: Maximum 10 pages, 12-point Times New Roman or Arial font, in Microsoft Word or PDF format. No pamphlets or brochures.
