Purpose & Scope

This RFI is for informational purposes only and is not a solicitation for an award. The Army aims to identify ATR solutions that can significantly reduce operator workload while maintaining or exceeding the probability of detection and lowering the false alarm rate for explosive hazards (e.g., AT/AP mines, IEDs, UXO) and complex obstacles (e.g., tank ditches, concertina wire). Solutions should either accommodate, augment, or integrate with existing U.S. Army equipment or demonstrate how they will supplant it.

Information Requested

Interested sources are invited to submit a White Paper (limited to 15 pages: 10 for Technical Capability Narrative, 5 for Collection Event details, plus an appendix with no page limit). The white paper should include:

  • Company Information: Name, incorporation details, business size (NAICS 541715), socioeconomic classifications, CAGE/DUNS, number of employees, primary work locations, website.
  • Company Point of Contact.
  • Small Business Questions: For SB respondents, questions on prime contract interest, recertification, subcontracting plan (50% performance), 90-day payment capability, and DCAA approved accounting system.
  • Teaming Arrangements: Details on proposed joint ventures, alliances, or other business arrangements.
  • Past Performance: Experience with similar efforts (e.g., Project Convergence, other government/non-government customers).
  • Core Competencies: Relevant capabilities and personnel.
  • Technical Capability Narrative (max 10 pages): Description of capability to meet technological goals, Technology Readiness Level (TRL), and environmental limitations.

Assessment Events

Vendors can participate in one of two events:

  • Collection Event (Q4 FY26, Fort A.P. Hill, VA): For vendors with both a sensor and an algorithm. This independent assessment may include government funding for participation. Requires a 5-page submission detailing the sensor system, algorithms, real-time capabilities, and operational plan.
  • Algorithm Assessment Event (2026, lab-based): For vendors with only an algorithm. This lab-based assessment will be at no cost to the Government. Requires a 5-page submission detailing the algorithm, training methods, and past experience.
