Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of Energy (DOE), specifically the EM-PORTSMOUTH/PADUCAH PROJECT OFC, has issued an Expression of Interest (EOI) seeking industry input on operationally mature technologies for the commercial extraction and reuse of approximately 9,700 tons (8,800 metric tons) of radiologically contaminated nickel ingots. These ingots are located at the Paducah Gaseous Diffusion Plant in Kevil, KY. The goal is to produce high-purity nickel for commercial use, supporting national energy and AI initiatives. Technical Packages are due February 19, 2026, by 3:00 pm EST.
Opportunity Details
DOE aims to identify technologies capable of selectively extracting elemental (pure) nickel from volumetrically contaminated ingots, ensuring the resulting product meets release requirements under DOE Order 458.1. The nickel, contaminated with uranium, technetium, and other actinides, is unclassified. This EOI will inform a potential future acquisition strategy for large-scale processing.
Key Requirements
- Technology Focus: Commercially mature metal refining technologies for selective nickel extraction.
- Product Quality: High-purity nickel with residual contamination comparable to naturally occurring levels in commercially traded nickel.
- Operational Scale: Processing capabilities for hundreds to thousands of tons per year.
- Facility: Vendor-owned and financed, potentially sited on or adjacent to DOE property in Paducah, KY. New construction is assumed; retrofitting existing buildings is not permitted.
- Waste Management: Waste generated must meet the Waste Acceptance Criteria of an authorized Treatment, Storage, and Disposal Facility.
- Revenue: Proposals must address the utilization of any potential revenue from the nickel.
Submission & Evaluation
Respondents must submit two packages:
- Technical Package: Details proposed process, maturity, product quality assurance, production yield, safety, and hazard mitigation.
- Economic/Market Package: Demonstrates business case, economic feasibility, potential revenue generation, and market analysis. This package is due 90 days after the Technical Package. Submissions will be evaluated for feasibility, safety, environmental risks, regulatory compliance, waste management, and economic viability.
Key Dates & Contact
- Technical Package Due: February 19, 2026, 3:00 pm EST.
- Economic/Market Package Due: 90 days after Technical Package submission.
- Questions & Submissions: Jennifer Stokes at EOI@pppo.gov.
- Site Visits: "Windshield tours" of the Paducah Site can be arranged by contacting Zachary Boyarski at zachary.boyarski@pppo.gov prior to the February 19 submittal. Foreign nationals require 90 days' prior notification.
Additional Notes
This is a voluntary EOI and does not commit DOE to a future solicitation or contract award. Supporting documents include historical information (Attachment 1), radiological characterization data (Attachment 2), and ingot sample data.
