Pantexas Deterrence, LLC (PXD), a Department of Energy (DOE) contractor, is seeking Expressions of Interest (EOI) from vendors for the construction of a new High Explosive, Synthesis, Formulation, and Production (HESFP) facility at the Pantex Plant in Amarillo, Texas. This EOI aims to gather information to develop a future Request for Proposal (RFP) for this critical national security project. Responses are due by February 12, 2026, at 4 P.M. CDT.
Scope of Work
The HESFP facility will be approximately 98,500 gross square feet, comprising five structures to replace aging facilities and meet current codes and program needs. The project involves two main phases:
- Site Preparation: Includes utility demolition, clearing, minor earthwork, security fence installation, and connecting utilities (domestic water, sanitary sewer, steam, natural gas, site electric, communications) from existing Pantex locations to demarcation points. It also covers delivery and installation of temporary field office trailers.
- Main Facility Construction: Encompasses the construction of the 77,000 SF Main Building (14 production bays, administrative area), a 3,800 SF Ramp Building, a 13,200 SF Staging and Packaging Building, a 3,200 SF Blending building, and a 1,300 SF Chemical Storage Building. This phase also includes site access roads, security barriers, parking, pedestrian access, stormwater management, and utilities from demarcation points.
Specialized expertise required includes DOE 413 project experience, process engineering, process equipment purchasing and installation, commissioning, mechanical/building control system integration, and self-consolidating concrete construction. Work may require NQA-1 capabilities and contractor inclusion on the Pantex Qualified Audit List (QASL).
